Considering that all goats whether old or young, foreign or local will always eat yam, will you kill off all the goats on the planet?

China has developed strong institutions.. those institutions are their way of keeping the goats away from the yam. That's what we need to focus on first..

When we must have successfully built these strong institutions, any goats that trespasses can be murdered or tied as the case may be..
Why are you guys always so defensive when it comes to punishing people for impoverishing the nation?... As long as there are no punitive measures, no matter how powerful your systems are, no matter how strong or high the gates are that protect the treasury, as long as there are no punitive measures for attempting to break in, the thieves will keep trying their luck until they get access to the treasure. This is common sense and I have absolutely no idea why any normal person would even think of arguing about this. angry

Obasanjo administration was "punitive".. yet it didn't stop corruption... infact corruption was on the increase while we all basked in the euphoria of the arrest and prosecutions made on the surface.

But did that discourage people from engaging in corrupt practices? No. Why? Because the arrest were just some deceptive media show.. It's just like killing a goat that ate yam in front of the farm owners to deceive them that you're effective, while a thousand other goats are devouring yams like it's nobody's business in the backyard.

The best way is to build strong systems. A system that makes corruption difficult or impossible. A system that detects corruption automatically and is strong enough to punish the offenders.

That's the system in place in all the developed countries.

And who told you OBJ's administration was punitive?.... arresting a person and releasing the person on bail and squashing the case after money has changed hands, is that what you call punitive?

Name the people who were convicted and sentenced to proper jail terms under OBJ?

The greatest problem for Former President Goodluck Jonathan (and the greatest blessing for His political Opposition) was insecurity as well as GEJ own unconventional style/approach in the area of corruption!!

I remember a media chat he gave back in the day on the corruption issue and it also altered my mindset on corruption!!

He said for man to be charged for financial misappropriation or corruption in a law court; you would have to have enough weight of evidence as close to as much as 80 if not 90 to 95% enough to secure a conviction else you would lose cause the person will go to court with their own lawyers too; then there is also the question of how much you will spend prosecuting such a case. Looking at the weight of evidence you have at your disposal and the expenditure you have to make going to court; is it worth proceeding to court? Why not improve the system and channel that money you want to spend on prosecution on other productive endeavours?


The DFID spends £750,000 annually; money given to the UK to help fight corruption perpetuated by foreign government officials on UK soil!!

But even the DFID were upset that they had to Spend over £5,000,000 investigating only ibori's case (that is money they would ordinarily budget for UK police 4 over 6 years), an investigation that was done following this guy on 5 different continents, spanning 10years - you are an EFCC agent, tell your supervisor during valentine period that you want to tail Ibori to Hawaii and ask for estacode and see if you will not spend valentine inside cell - this money doesn't include what was spent on Ibori's UK trial £40,000 a week.

In all, an estimated £14,000,000 was spent prosecuting only ibori; a figure in today's money which represents the 10 year recurrent capital expenditure of all the anti corruption agencies in Nigeria!!

Question, why not stigmatise the fellow using Civil society groups or media through politics to discourage the man from public office in the future, Strengthen local and National institutions to take action without direct influence from the executive arm of government and then use the money to actually better the lives of Nigerians?

The first time I heard a spokesman for the Presidency say that it won't be stampeded into taking a decision on a matter; it was during GEJ administration, in the wake of the bullet proof scandal!! This language was borrowed by Buhari's Spokesman as well as Lai Mohammed concerning Buhari slow response to appointing ministers claiming it was a decision made in the Spirit of anti-corruption!

For those who didn't know, Stella Oduah as aviation minister was actually an asset to this country; one reason why she was tagged as Goodluck's favourite minister - please do not take my word for it!

Asides the corruption scandal over the bullet proof cars, find our her achievements for yourself, from cancellation of lopsided multi-billion Naira concessional agreements that wasn't in Nigeria's interest, battling for fair flight frequencies on international routes like LOS-LHR/LGW (lagos to london) etc. It was in the course of her tenure that Nigeria for the first time in its history gained Presidency of ICAO - the international civil aviation Organisation - a big plus for Nigeria!!

Funny enough, as much as I do not approve of how it was purchased, the bullet proof cars were bought for use of delegates both local and international of ICAO and other visiting International Aviation agency representatives!!

But even as much as she was an asset to Goodluck, the fellow after the heat raised by civil society and Political opposition in the media died down, simply reshuffled cabinet and sent her home!! It was only when the cabinet reshuffle was announced that I remembered that media chat and smiled!!

For some folks; that action promotes corruption, but when you know what your priorities are and the resources at your table then you ask yourself the right question!!

If you were goodluck's adviser, would you advise him to ask EFCC to investigate IBORI and spend £14,000,000 prosecuting him - a figure in today's money which represents the 10 year recurrent capital expenditure of all the anti corruption agencies in Nigeria - in the midst of a country filled with hundreds of his type because you want to please both media, opposition and civil society groups?

Even buhari - Mr Anti-corruption - quickly change mouth after swearing in and said only GEJ's administration will be probed; and even at that, he cannot afford to have time for everybody!!

But even he too is applying too much executive influence as opposed to allowing judicial and anti-corruption institutions to grow!!

So the fact that Goodluck doesn't practically lynch suspected looters from office - like OBJ did matching out Tafa Balogun in handcuff barefoot or his style of dealing with corruption is unconventional doesn't means he promotes corruption! Understand the man's view on the subject; then you do your own investigations and you will see that he doesn't even treat anti-corruption lightly!!

They are those who argue that this tactics of openly disgracing looters and prosecuting them at all cost will discourage but unfortunately they are so wrong!!

Chinese laws are one of the stiffest in the world in the area of anti-corruption; with punitive measures ranging from Life-imprisonment to capital punishment (the death sentence)!!

But public officials still steal in china, if the possibility of dying or life in prison isn't enough to discourage crime then what is? In fact, there are even alleged cases in China where people of influence pay for plastic surgery to be done on people who will be made to look like them and then pay such people to serve their sentences in prison - the only place where such allegations have ever been made is china which even has the stiffest punishment so think about!!

From former Chinese President's Hu chin Tao Vice to Hu chin tao initial anointed political successor within the communist party Bo Xilai - infact Bo Xilai's wife was first accused of murder the Bo Xilai himself was accused of corruption - and even the means with which his trial which lasted 5 days is suspect; purportedly used to create for Hu's Personal choice in Current president Li Xi ping!!! A trial where you are not allowed to appoint your own personal lawyer to defend you; underhand tactics - which are against chinese law - used to brown nose the guy out of the Presidency and send him to prison for life!! My conclusion; the fact that Goodluck's approach to corruption is unconventional doesn't means he promotes corruption! Understand the man's view on the subject and gain insight into how he chose to run government! You will learn leadership at a different level, leadership that was consistent from the first day he was sworn in till he handed over office!!

Let's start from the beginning!!

Sanusi Lamido was just a political CBN governor!! Most people talk about the allegation he raised about NNPC only to the extent that the story was pleasant or unpleasant to their senses or just follow media headlines, facebook and twitter hash tags and that's all!!


Many people saw Sanusi as the opposition in government and for this he was loved by the APC meanwhile Sanusi was a very temperamental fellow; smiled when he was in the mood and screamed blood on the floor when he wasn't!!

He was one of the folks who recommended and almost violently supported the TSA policy as far back as Goodluck's era; he bashed the National assembly, openly calling them corrupt - to the point that the NASS demanded an apology from the fellow and stopped short of asking Goodluck to fire him; he bashed Goodluck outright saying he patted corruption on the back and that GEJ lacked the will power to fight corruption because he was trying to appeal to power bloc against the next election!!

The Crux of this particular comment is to clear the air on Sanusi's NNPC allegation!!

Sanusi never said that $20Bn was stolen by NNPC or its officials!!

In fact for those who know the facts, Sanusi wrote a letter to Goodluck - that was mysteriously leaked to the Media - that NNPC top officials pocketed $49bn!! A move which was supposed to give impetus for his demand/support for the TSA - where all public funds are domiciled/held by the CBN!!

Most Nigerians screamed for blood and called for a probe; the National Assembly summoned him immediately to come and explain before all Nigerians how this happened!!

For me; I found it unbelievable till now! Why? $49Bn is not money you put inside envelope and put inside your back pocket or money whey you go pick for ground whey fall for bus stop or junction!!!! Ibori was accused of laundering £150m in 8 years - that is a little under #30bn - then $49bn vanished under far less than 1 year - that is #8tn, 8 trillion Naira according to the exchange rate of that year which is 12 trillion Naira now!! -

Also, there was a Finance Minister in the Person of Nkonjo Iweala who was also the Coordinating minister of the economy she wasn't aware, there was Allison Madueke, Petroleum Minister, who had direct oversight function of NNPC, she no know!! Its is now CBN governor, in the person of Sanusi, who is now aware how money was stolen in NNPC; what a miracle!!

When he was asked how the money was stolen by National assembly on National TV, he simply said that it was $20bn and the money wasn't remitted to CBN and he made his assumption based on the cash found in the bank account where money is wired to CBN! Sanusi made 2 things clear

1.) NNPC doesn't remit all cash returns from crude oil proceeds as they arrive.

2.) NNPC is just a parastatal of Ministry of petroleum and must be made to account for monies before they are spent like every other parastatal.

NNPC stated that they have many accounts that they work with and that making that assumption based on just one account wasn't proper!!!
NNPC made the following points clear

1.) It was not an ordinary parastatal
2.) NNPC enabling laws - created with respect to the sensitive nature of NNPC operations - made it possible for NNPC to spend cash on operational matters above what you would find in a regular parastatal!

3.) NNPC could not afford to wait - like other parastatals every 3 months - for budgetary allocation else the economy will grind to a halt!!

4.) NNPC was only obilgated to remit met earnings after deducting cost of operation according to enabling laws establishing NNPC; See article below!!

Investigation was ordered and PriceWaterCooper audit report was released into the public domain; but why hasn't there been a media hype about it since the report was released? Why hasn't APC/Buhari promised to apply recommendations by PWC!! This is because if Buhari follows the recommendations, it will make Nigerians vote for another change come 2019! Also the report revealed various errors made by both National assembly, Presidency and in turn NNPC!!

The report calls the entire subsidy regime unsustainable and predicts that in time, NNPC won't even have enough to fund operations and remit to the Treasury in some years to come!!


Also presidency/NASS was indicted, an excerpt from the article is shown below:

"Furthermore, Kerosene subsidy was not appropriated for in the 2012 and 2013 FGN budget. However, the Presidential Directive was not gazetted and there has been no other legal instrument cancelling the subsidy on DPK. In a Presidential media chat on 24 February 2014, The President and Commander in Chief of the Armed Forces of the Federal Republic of Nigeria, President Ebele Jonathan, asserted that kerosene subsidies have not been disallowed.
We, therefore, recommend that an official directive be written to support the legality of the kerosene subsidy costs. This should also be followed by adequate budgeting and appropriation for the costs."

Yet NNPC paid for subsidy, a move law makers call illegal and demands that NNPC should remit the cash it paid on kerosene subsidy, meanwhile there was no clear directive to NNPC to stop subsidy on Kerosene as the same law makers will still ask NNPC to answer as to why kerosene is unavailable, so NNPC paid and added such cost to it operational overhead!

PWC cited administrative infractions by the NASS and NNPC but no $20bn missing!! NNPC was asked to remit cash that was even in it coffers tied to LNG related operations! And that was about a billion dollars - $1.48bn; which is even old story!! So what is this story about $20bn dollars at NNPC again??

I have a complete diary log of the train of events sorrounding the Missing $20bn and how it all played out!!

Most people don't even know that Sanusi - who has no knowledge about how technical managing Oil and related accounting can be - actually accused NNPC bosses of corruption and of pocketing $49bn ( about #12trn in todays money) initially until the matter later fizzled outta the media!!
