I must hold my hands up, the 2m quoted was just a finger in the air figure, i do not know anything about Abuja properties, my point was just that if these lands were that cheap, not a lot of people would be renting and i have heard that renting is typically a good investment in Abuja, how true I dont know, it just seems to be a general consensus. kopell: |

mavverick: Land in kubwa is very expensive o, I don't think you can get a 2m land in kubwa. I was talking about suleja. Kubwa is not that far from the city center, say 20-30minitues drive. I know of land along Arab contractor road and half a plot is 15m upward. One can also buy foundation for duplex inside urban shelter brick city for 5m (though, that depend on the size of the duplex) |

mavverick: Actually I am not into land property, I got all the figure from a friend who is a land agent along that axis. Land is very expensive within the city and even satellite town like kubwa and gwarinpa, that is why people are moving away to neighboring state like nasarawa and niger state for cheap land. |

Ahh Got you. So those people that sell foundation, is it that one cannot do his/her own foundation and what you get is land + foundation then you come in and do your block work then finish it off ? It appears one has to do duplex for that kind of place, not anything you like. abdulwastecx: |

TPL Kabir M Yari, FNITP, PPNITP is a
former president of the Nigerian Institute
of Town Planners and the current Habitat
Programme Manager (HPM) of the United
Nations Human Settlements Programme,
UN-HABITAT. In this Interview with
Makinde Oluwarotimi, he bares his mind
on challenges facing building and
planning in Nigeria among other things.
Can you tell us about the various impacts
the NITP has made so far on the nation in
all respects at the federal, state and local
government levels?
One of the things we look at is whether the
institute has been able to build the
capacity for its practitioners to manage
the investments, to an extent, yes we
have. We have been having a lot of
conferences and publications and these
are not only for our members but the
general public, but you find out that one
other thing that the NITP has done fairly
well is the issue of advocacy. You find out
that when you are looking at policies, for
example, the national housing policy
which was done in the 90s, was headed by
our members.
Secondly, we had been able to call the
attention of government to the issue of
climate change. When we were
experiencing flooding, we have to plan and
do other things. But even before then, our
founding fathers did a lot. For example,
after the civil war in Nigeria, they were the
ones who were recommending
government to rebuild the citizens in
eastern Nigeria who were destroyed by the
civil war of 1967. At the same time now,
we are making a lot of cases for the
rebuilding of the north eastern part of
Nigeria because it’s not only building
houses but providing good planning and
better environment, taking advantage of
the problems or disasters to give us more
opportunity to plan better and give better
livelihood to those people.
What challenges has the institute faced in
the process of fulfilling its mandates and
objectives?
The institute, as well as the members,
have been facing a lot of problems, one of
the big problems is the numbers. The
population has been growing from
independence, some barely around
30million, now if you look, it’s about
180million and you see it has grown like
five times and the number of planners has
not multiplied the same way. So you
discover that the problems of the
population explosion or fast population
growth is a big challenge of planning
because development is above planning
and planners are now running behind
development.
Two, one of the big challenges is that
many policy makers are not aware of the
importance of planning but coincidentally,
they want to give better lives to an extent;
they want to embark on projects like
roads, drainage and some other problems
but what we, as trained planners, tend to
do is that we help you to reduce cost and
do better projects by planning ahead, so
that you are able to implement but when
people just want to construct roads and
other things without planning ahead, you
find out it’s very expensive.
The third is that we are having issues of
funding planning problems. There are
many towns where master plans are being
done but to implement that plan is
becoming a problem, if they had sat down
to look at better ways, such a problem
would not have occurred but we tend to
think the money sources are more
important. Plan and plan implementation,
if you do the master planning, without the
implementation, you are not doing
planning, so those are some of the
problems we are facing.
Today, most Nigeria cities have been
growing without those plans like you said,
so what do you think can be done about
it?
Urban upgrading is to provide better
infrastructure. If you remember the world
habitat day for 2016, the theme is Housing
at the centre but the United Nations is
saying housing is not just at centre but
when there is a roof over your head. But
housing includes decent shelter,
accessibility, houses accessible to jobs
and other places. It includes adequate
supply of water and sanitation, adequate
improved basic infrastructure. All these
substitute what we call adequate housing
so we find out that in Nigeria, if you put
that definition, you will discover that most
of the houses and urban settlement are
not adequate. It means there is need for
the government to provide an a solution
because there are so much backlogs of
houses, they have been saying that 17
million houses are needed to be provided
for the people, yes you must plan ahead,
not just plan but you must plan at the
scale of the problem.
Are satisfied with the constitutional laws
guiding the institute and planning in the
nation, if not what improvement will you
like to be made?
For the institute, I am satisfied but for the
planning laws, there is a lot be done
because planning is made a residual issue
because there was a Supreme Court issue
between the Lagos State government and
federal government where the former
challenged the federal government on
decree 88 of 1992. But the most important
thing is that both levels of government
need to corporate.
The growth of slums in our cities are
increasing by the day. What do you think
can be done?
African ministers in 2014 went to Morocco
and they had a resolution to make slums
history. Slum purifications is a big
problem in sub-Sahara African countries,
in fact with the MEG, many countries have
been able to reduce the number of slum
pollution, even in northern Africa, they
were able to reduce the number of slums
in that area but sub-Sahara Africa and
Nigeria were having big challenges. The
most important thing that can reduce the
number of slums is to plan ahead. If you
plan ahead, you have reduced the
purification of slums. You can’t plan
ahead until you have the plan and when
you have the plan, you have the
implementation plan and to implement a
plan, you need to mobilise resources. So
my suggestion is that the Nigerian
government should plan, phase out the
plan and there is what we call capital
investment program. So if they have the
plan, they can initiate the capital
investment program, usually a short term
of about three years so they provide for all
infrastructure on annual bases and the
funding.
Three, there is need for government to find
ways to find infrastructures, there are
many other ways government can find
infrastructure, part of it is when you do
street naming. You can improve your
revenue, you can do what they call value
capture. In former Nigerian law, they called
it betterment fees. If you improve the
infrastructure, the land value increases, I
suggest we use what they call
participatory land adjustment. When I
went to India, at that time, the government
didn’t have the money. They put the plots
together, re-planned it well and then gave
it back to the individual and subtracted
the amount of space left for drainage,
roads and others. At the end of it, even
though the land is smaller, it will have
better value and the towns are planned
properly. I think I will advocate to Nigerian
government that those that do not have
much money should think participatory
and I say participatory because you are
doing it with the consent of the people,
nobody will complain. When you plan like
that, it will eliminate slums all over.
The fourth one is that we ensure that we
use public private partnership. It has been
used now for private developers to build
houses and sell but the problem of that
one is when you look at the poor people,
the ones at the bottom of the pyramid who
are more than the others, they may not be
able to afford it but if we do re-
adjustment, it will be win-win for
everybody.
In many cities and states in this nation,
especially Lagos and Abuja, we have
places that have become refuse dumps
what can be done about it?
The issue of refuse is vast, even the
conception because refuse and cities are
all linked together. In earlier days, the
cities provided the waste and the waste
was used by the farmers for fertilizers and
that’s why the farms grew and even the
sewage, they were used to fertilize. If you
at look at the 50s and 60s in Kano, they
had so many donkeys. Early in the
morning, donkeys would bring firewood
and when they are going back, they would
take the waste for the farm and that’s why
the productivity was very high and the
farms were very fertile, but because of
modern technology the waste have
become none-degradable because they
are plastic and if you take it to the farm,
they will only spoil the farm and will not
fertilise it. What is important is how
government can turn that waste into a
resourceful product, and being able to
create something out of the waste, which’s
what we are advocating. Use the waste,
sort it out by degradable waste, you can
use the degradable one for manure and
the other none-degradable waste, you can
turn it to energy so you can save the
environment.
Collapsed buildings have been a menace
in this nation. What is your take on this?
You find out that many of these collapsed
building don’t have approval and those
that have approval are not following the
specification or design. What we advocate
is that there should be some enforcement,
there should be some building codes that
should be enforced and that is why we
have the national building cooperation,
there are buildings that are not only
collapsing but when flooding occurs, some
of the buildings collapse. That is what we
have to bring to the drawing table, try to
make the builders accommodate, also
ensure that our buildings are not bad and
they can withstand the disasters.
We have more people in Nigeria who live
in rented apartments. What can be done
about it?
Once you have a shelter over your head
and you can afford the rent, when we say
affordability that is if 1/3 of your income is
going for the rent, then it’s excellent. If the
amount you pay for your rent is more than
your income, then it’s not sustainable, the
house is not affordable.
We advocate that the government should
do something about home ownership

Empiree: They both look great. I used 0.55mm Metcoppo for the roofing of my house and love the look till date. Just make sure you get expert to do the wood work. Mine was wrongly done by one know nothing nairalander. He didn't know the spacing for Metcoppo is different from long span. I had to let him go. I got new people to completely tear down the wood work and redo it. We bought extra wood and assessories in the tune of 420k plus extra workmanship. Other than this setback, I have no complain. Metcoppo looks great from far. |

KolaShangOne:why the second roof picture looks fade, or may be I need to put my glasses on. How long that house is bing roof. The last time I saw roof that looks fade like that was with Oluwa champion building when he replaced the entire roof in less then a year after installation. Do anyone remember that guy, it's bing couple of years now we hard anything about him and his project. |

Empiree:Yes they are iron doors (exterior); I am still amazed on how they are beautifully/stylishly done especially (Hajjs own). The color combination are unique and have those "foreign made" smell emanating all over them. That's why I am seriously in search of the welder who made/could make them. I will need about 6 pieces; 2 of the bigger ones for front porch up and down; then 4 more smaller types; All in wine color. I don't know much about measurements but the contractor and the welder will know better. |

Out of curiosity, Any idea of the approximate cost of transporting it from Lag to PH?. |

Truthinlife: I suggest you buy the plates from Lagos and send to Port Harcourt. Any good door welder can fabricate those doors, this will save you a lot of money. Or better still ask people in portharcourt who are into door fabrication if the imported pressed steel plates are in Port Harcourt, then you can buy and get a good welder to construct the doors for you. Transporting metals doors from Lagos to Port Harcourt will cost you a lot. |

Empiree: Yes. The first one (brown is Sumo) and we bought it 2100.. The second one is Tower. Bought at 2820 but we got it discounted at 2677 per sq metre. |
