MY DESKTOP COMES UP WITH A BLANK SCREEN WHEN TURN ON,
AND IT'S ONLY THE MOUSE THAT WILL APPEAR NOTHING ELSE.

remove any CD in CD-ROM b4 restartin d system
If its stil showin d same tin reboot  & stat wit SAFE MODE by presing F8 key, if u r able 2 log in wit safe mode uninstall any recently instald program(s) & den restart
Dat shud solve d problem if not get d OS recovery CDs, run it follow d instructns 2 REPAIR d pc
If dat doesnt wok den i ges u'd hv 2 tk it 2 a systems engineer

i did every tin, including the f8 part too,
but nothing,

I had this problem before. It is only CTRL+ ALT + DEL that works, in other words only the control panel. There is no way to fix this, you have to run windows setup and either run a new installation or a repair installation.

This problem happens when your computer goes off, or if your computer was not shut down properly like when they PHCN takes light. I suggest using a UPS next time.
