If you are rooted, there's a fix for it, one Russian guy upload the fix here. Just go through thread.

hey guys, I need ur help. my m3mini fell into a bowl of water after which I removed the ba3 and dried d back of d fone. wen I reassembled d fone, d notification panel refuses to slide down tho all notification at d bar shows except my clock. after about a week d notification bar begins to slide down again and I am happy. this lasts for some days and stops sliding down. wat shud I do? you could check out other low end phones by gionee, infinix or Tecno

I would recommend the M5mini, though the price is twice if not three times the price of the M3m.

That should be an imie problem... Jst use mtk engineering tools app to input the imie back n u'll have ur network
