He shd've asked for money for the right thing he needs (if there's any) not ask for a loan in the name of unpaid salaries when his predecessor didn't owe the workers.
After-all he's not going to be there when the loan's being repaid.

The money is paid to an account provided by the state government. CBN only needs an approval from the state House of Assembly.
