As it is the President's promise will not be met. A cabinet can only said to have been constituted after its been sworn in. The cabinet can only be sworn in after the nominees of the President have been ratified by the Senate. So except the bow and go method is used there is no way we will have ministers in the true sense of the word by September 30 2015.

If by 29th September 2015; a day to d end of d month wen d senators will kome bck 4rm recess; & d list of d ministerial appointment is den vetted; & becomes ready thus meeting d dead line; dat will mean how unique d nominees re base on integrity. 4 I hope d saga facing d senate president will nt hamper d presidency promise on d formation of its cabinent.
