Under Jonathan, was Okonjo-Iweala not a card-carrying member of PDP? Didn't she previously hold a ministerial post under Obasanjo?

"In fact, in some cases they may not even be members of political parties at all""

Its all spelt out there, the Keyword is ""May not""

Buhari didn't say all his ministers are going to be technocrats, neither is it a constitutional requirement. Someone like Ibrahim Usman Jibril was a bureaucrat.
Anyone who isn't comfortable with the nominees should wait for the subsequent list, as there are more of their ilks to come, before registering his discontent.

Technically A technocratic
government is one in which the ministers are not
career politicians;
in fact, in some cases they may
not even be members of political parties at all. They
are instead supposed to be "experts" in the fields of
their respective ministries. So the classic example is
that the Finance Minister would be someone with an
academic background in economics who had worked
for years at the IMF, but has not previously run for
elective office or been heavily involved in election
campaigns.

In otherwords, there is no technocrat government operating in any democracy anywhere in the world.
There is no single democracy anywhere in the world that they dont have politicians as ministers

Funny isn't it? So you shied away from making an example with World Bank, but stop short at mentioning her sister organisation, so that no one would suspect you are referring to Ngozi whose tenure as Nigeria's finance minister was a disaster. How disingenuous.

IMO, the only difference is that politician is close to the masses while a technocrat is not, they all share same ideology, it's either they are of the conservative, socialist, communism etc. If professionals like Osinbajo, Utomi, Gen Akinrinade, Joda, Soludo should come together to form a party, will you term them not as a technocrat but politicians. I heard Tinubu left Mobil to join politics, with our present logic, he would have been a technocrat as at then but now a politician, as if the two na profession.

A preponderance of technocrats in government requires further interrogation and should begin with the basic question of who really is a technocrat?

Technocracy derives from the Greek words TEKHNE, meaning skill and KRATOS, meaning power – to govern or to rule. The term technocracy was originally used to designate the application of the scientific method to solve social problems as against the traditional economic, political or philosophical approaches.

Technocrats are primarily driven by their cognitive problem-solution mindsets. I would add that to qualify as a technocrat, a person must possess intellectual capability beyond mere technical competence.

Intellectuality breeds the creativity that begets change. That intellectual capability should be evidenced in written and published works. Yes, because there is no such thing as a closet intellectual.

A technocrat is not the opposite of a politician. That a person does not belong to a political party does not make him a technocrat.

The diminishing intellectual content of our politics should not make us lose sight of the fact that our founding fathers were highly intellectual politicians whose political and administrative acumen are yet to be matched by later day politicians and technocrats alike.

Ngozi Okonjo-Iweala and Akinwunmi Adeshina have documented works to their credit in addition to their tenures as international bureaucrats and can wear the technocratic toga with pride.

My point is that not all bureaucrats or professionals are technocrats. A bureaucrat is a bureaucrat. A professional in any field is a professional. A technocrat is that and more.

President Goodluck Ebele Jonathan did not quite give a definition of a technocrat when he addressed the Nigerian diaspora community at the New York Plaza Hotel on September 22, 2013. He said that he went out of his way to appoint ‘transformers’ to help him achieve his objectives.

The President explained that his goal was to bring in more technocrats to the cabinet and not just politicians and that was why he brought in people like Dr Ngozi Okonjo-Iweala [Finance Minister], Dr Akin Adeshina [Agriculture Minister] and Olusegun Aganga [Minister for Trade and Industry].

The President went further to say that all of them have performed very well and it is to their credit that his government has been able to transform the agricultural sector, attract more investments into the country and kept the economy on track.

The President did not define a technocrat but by classifying them as ‘transformers’, that is to say agents of change, he introduced the right and proper perspective of the word, technocrat.

No sooner was President Muhammdu Buhari was sworn in on May 29 than some Nigerians started saying they would love his cabinet to be made up of more "technocrats" than politicians.

My question is, who is a technocrat? Is he a person that has never held any elective or appointive post in politics, and is more concentrated in his profession, like those against Buhari's ministerial nominees are wont to make us believe? Does a person whom hitherto was concentrated in his profession in a private or public firm lose his technocracy when he ventures into politics? If this is true, did Ngozi Okonjo-Iweala lose her technocracy as the Minister of Finance in the last government because she was earlier a Minister during the government of Obasanjo. Did Kayode Fayemi lose his techocracy as a lecturer and diplamat when he became Ekiti State Governor?

I took my time to check what the word, techocrat is. According to the Oxford Advanced Learners' Dictionary, it is an expert in science, engineering, etc. who has a lot of power in politics and/or industry.
