I'm not convinced at all by this his explanation...he simply dodged the question by stringing seemingly reasonable words together. We all know how things work, some weird looking dude with a plastic hat comes in with the budget...you review and give your approval after being "convinced".

I donno why he simply can't say "yes, the cost of that project upon review was somewhere in that region" or "no, that is an exaggerated figure and it can never be"
