This is not a 'corruption' case.
The funds were not paid due to incorrect details-
Whether it's the fault of the employees, the banks, the pension managers, the employers or all those involved, who knows?

But transparency and veracity would've been served if they'd released the names of the banks and the employers/firms/institutions involved- at the very least so that the contributors can ensure they now get paid. But more importantly, to prevent any unclaimed funds from being diverted.

Note: This may be monies from private, defunct or merged companies or govt MDAs.
So they may not be part of TSA; but who knows?
