Government needs to come up with a very strong and popular counter ideological narrative that is superior to the boko haram ideology. With this superior ideology, a good intelligence gathering mechanism and a well motivated military, boko haram will be defeated in the long run. It's not just a one or two years thing, it will take a very long time to achieve total victory against the sect.
