Hypothesis: It will take 1 generation to bring the average IQ of Africa to 1st world levels via Eugenics. (IQ measured at 25 years of age)

In summary, the bottom 16 percent of males in the population will be sterilized (for compensation) while the bottom 16% of females will be given artificial insemination from the sperm of males at IQ of 145+. IQ is .8 heritable, the remaining .2 is caused by environmental factors. The mean IQ of individuals in the bottom 16% is 50.6. The formula i'm using to calculate the IQ of resulting offspring is this: (Avg Mothers IQ + Avg Fathers IQ / 2 ) .8 + (average IQ of the population) .2

(51+145/2).8 + (75).2 = 93.4

So now the bottom 16% of the population has been transformed into a population with an IQ of 93.4. The next calculation shows what occurs when the bottom 16% are replaced with this higher IQ population: 93.4(.16)+75(.68)+99.4(.16) = mean of 81.844, around 7 points higher than the original population. Accounting for the Flynn effect, which predicts a .3 increase in IQ every year and assuming a 25 year generation: 25(.3) =7.5

The resulting IQ of the population at 25 years of age is now 89, almost at the threshold for a technological and successful economy.

I have an even better idea for you. Sterilize all males and inseminate all females with the said sperm of males with IQ of 145+. Then, modifying your calculations, in 25 years you will have a population with mean IQ of 110.5 . And we will rule the world

Not feasible. The bottom 16% of women are selected because they will require government assistance and wellfare to function in society. The bottom 16% of males will be enlisted in the military and given military wellfare and a life-time pension in return for their sterilization.

The population of participants must be small to keep costs sustainable and avoid genetic uniformity in the population.
