A tanker full of fuel is burning and the OP said cause of Fire is unknown

We have some desperate guys.
Some truck drivers and the help boys sometimes sell all the fuel after diversion,leaving little in the tank then setting it up on fire.
I have seen at least two cases.
Watch as those two guys are looking I believe its the driver and the helper boy.
they have the knowledge @ hand that the tanker cannot explode it will only burn gently
