Man O' War is a voluntary association & club under citizenship & Leadership Training Centre that owns Sea School and others in each zone of the country just like army cadets. It was under presidency until it was moved to youth development in 2008 or thereabout, and now youth & sport. Google 'outward bound international' to see what they do there; it's one of the oldest establishments in the country.
