It doesn't make any sense.

I don't see how anyone could work under such harsh labour conditions as Nigerian Police Force and expected to be sane. From dilapidated barracks, low remuneration to no welfare packages; NPF can turn an otherwise mentally healthy person into a maniac. NPF personnel have frustration written over their body and giving such individuals guns is accidental discharges waiting to happen.

First thing should be to.improve the welfare of NPF, then weed out the bad apples and recruit people who have integrity, education and cherish the dignity in labour.
