Not the same anywhere in the world. If the government does not have the case, it should not expect the defendant to incriminate he/her self. In USA the refusal of the defendant to corporate is by taken the fifth hence the fifth amendment, law against self incrimination. .

pls there is a law that gives special treatment for those who feel remorse for what they have done and are willing to turn a new leaf. talking about silence this only applies b4 the arrest. ask anybody that has been arrested b4
