And so, even if those civil servants jacked or maneuver whatever, what bout the minister of budget and planning, who is the supervising officer who is suppose to scrutinize the budget, the secretary to fed govt, special advisers on economic matters and chairmen of economic team who are suppose to proof read and more importantly himself who was suppose to go through the executive summary before presenting it to the senate...
