this is one aspect of democracy that made some school of thought believe monarchy or anarchy could achieve faster development.everything takes long period of time.from proposing of bill,submission,debating,conclusion,signing and decision from presidency.executing the decision is another long process.obasanjo succeeded in doing a lot because he had elements of anarchy and was strong enough as an army general.thesame cannot be said of umar.

Bureaucracy is not a disease in the running pitch of democracy. There is no type of government without its own demerit. This is the common area of criticism in Bureaucracy. Still there is no sovereign state today without bureau system. Correction to this detriment in bureau is the advent of modern technology which swiftens bureau system more than ever before. So, the problems remain steadfastness in legal terrain (Ministry), especially in Nigeria. Is either we say we are limited in law (or law making), or we say, we willingly create loop-holes for corruption, especially if we believe that it's  " where there's no law, there's no sin". Why Nigeria is full of sins here and there? Why a well decision-making checkmated to be eventually ineffective?

        Omar also can do as Obj did. Obj was a military subject with civilian mechanisms on this same presidency platform. Though our cool and intelligent Umar is trying because 'Empty barrel speaks louder, "if a judge is weak, his judgement will be weak too".
