Video Cassette re-winder / forwarder. Instead of DVDs we had video cassette players back then. It's a form of reel to reel tape. When it plays, the tape inside moves from the reel on the left to the one on the right. When it gets to the end, you will need to roll back the tape to the reel on the left before you can play it again. Most players have that function but people believed that in order to prolong the life of your player you shouldn't use it to rewind cassettes so this item in the pix above came in handy.
