Got the picture from FB. I am not sure if the structure is real, but anything is possible with modern technology.

Who takes the credit (or the most credit)?

1. Architect

2. Engineer

3. Builder

I belong to one of these myself, but in fairness it needn't be mentioned.

That building is perpetually under tortional moment. It's the engineer"s ingenuity that made it stand.
However, the architect got the engineer thinking."

"The Builder merely interpreted and implemented all relevant drawings under Engineer's thorough supervision."

Nothing special. only 5 floors can be used the rest are just design or bend or a kind of tower.

Agreed. But even a feather-weight when over-hanged becomes a critical load.

In this case, the over-hang doesn't look like a feather-weight to me. ADVANCED ANALYSIS IS MOST REQUIRED.
