What do you think it would takes to set up a pseudo manufacturing company in a country like Nigeria. Very little. There are medications you could manufacture genuinely on a low scale. Drugs like mist mag, liquid paraffin, mist kaolin, penicillin ointments, powered actemorohines etc could be manufactured at very low scale production.
Why do I say this? Anyone who really wants to get a manufacturing license could set up such low scale production just to be considered a manufacturer.
These bad actors are very rich. Money to set up such low key production wouldn’t be a problem.

Nobody will give small scale backyard just spring up manufacturers license. There is a process and written requirements to these and the license should be limited. If the country can only issue one per state. That’s 37 licenses. That’s enough.

3) The above two pharmacist have equal qualification and are meant to be held equally accountable for every conduct under their watch.
4) individuals do not have the ability to import drugs in Nigeria. Instead a cooperate entity in the form of a pharmaceutical company ( incorporated under CAC) does.
5) When import of drug is made, a licensed is attached to it.
6) That pharmacist whose license is attached to that import should be solely responsible for the standard and veracity of the product.
Now, how do you know who let an undeclared consignment in when there are no documents anywhere? It’s impossible.

It doesn’t matter if the company has a pharmacist anywhere as required. Importation should be limited to drug manufacturer’s. That’s my point. If retail pharmacists are limited to where they can purchase drugs, it will kill the fake black market. Also extend death penalty to pharmacists that sell fake drugs.

Biomedical is an entirely different body of knowledge. The right people to safe the industry are pharmacists. In Nigeria we have the Pharmacy Council.
But because the regulations are not stringent, the pharmacists are not doing what they are trained to do.
Any practicing pharmacists whose license is used to import fake drugs should loss his license to practice.They are called supervising Pharmacists for a reason. Any pharmacists who is responsible for any pharmacy where fake drugs is found should loss his license.
Those are ethical obligations required to safeguard the public.
Secondly, there is nowhere to know who allowed what medications through the port of entry. These products are usually not declared and most times, they are concealed ( albeit in plain sight). It then begs the question, why will anyone allow such through the port? Official are often compromised. How did over 10 trucks load of fake medicine pass through the ports without anyones knowing about it?

I don’t agree that pharmacists should be in the business of importing drugs at all. Too many pharmacists to ensure quality. Only company’s in the business of manufacturing drugs wholesale should import. Pharmacists can buy from them and sell retail. Individuals should not have the ability to import drugs in a country. Of course customs are compromised. If these people passed through any customs officer and paid bribes, there are ways to find out who compromised by tracking the shipment that brought in the drugs and the officers on duty at the time.

The laws and regulations are there. It’s not everyone that is allowed to import medications. First the must have a fully registered pharmacy under the supervision of a pharmacist. Secondly the medication must have NAFDAC number.
However, the problem is mostly enforcement at the ports. At every port, there are customs and NAFDAC officials who are stationed for inspection of every shipment.
What do they do? They turn blind eyes and allow everything in, as long as “the price good”. That is why you see most customs including the junior ranks one building hotels everywhere.

Not every pharmacy should have the right to import drugs. There should be biomedical company’s like orange drugs who actually produce drugs. They should be allowed to import. If you give just any pharmacy the ability to import then the quality will be bad. They need to make the ports computerized so whoever approves illegally importation of drugs, they will have to sign off on it and will be picked up.

FG can pick one established and respected company per state to import and distribute to all pharmacy’s within the state. It should help with competition of prices around the country and reduce fakes. Any pharmacist that orders drugs outside of the approved importers should also face serious repercussions. There are ways to do these things if the government is serious.

Not everyone should be able to import drugs and food. They must be approved and each importation have their company name and logo attached to it. If customs allows just anyone to import drugs and food then the customs officers must be jailed.

Nigeria needs to change their laws on importation and make importers have the required background, education and finances approved by government to import these items. When you limit who can import, it’s easier to ensure quality.

Let all of them go and find work. These are plants and USAID did not sponsor them for free. Let Nigeria start its own programs and employ qualified Nigerians looking for work. Not some USAID evil collaborators.
