Please, what is the essence of local government papers for a brand new car bought from Kia, via a company?

My brother was stopped in ekiti and they ripped him off 25,000K they said the car does not have local govt papers.. hearing it for the first time though. A new car with all the documents intact. Does he need that to move within Nigeria?..

In some states its compulsory to have the local government papers.Cos its a way of generating revenue.

But I thought Lagos state papers should cover all that instead. Why the ripping off?.. and what local govt paper where they expecting to see? The one for the plate number or what?...
