The money in the TSA account does not belong to the FG (yet)! It belongs to federal ministries and parastatals.

These are their revenues. They also have expenditures which will be taken out of this account. This is why the reported figure/amount would often vary. A federal parastatal may have been generating revenues over the past 10 months and can have one huge expenditure in the 11th month which can reduce the balance in the account.

By and Large, the essence of the TSA is that only genuine expenditure would be expected to go through. We should also note that ministries are in the habit of trying to put through as much expenditure as possible towards the end of the year.

With this in mind, PMB would be breaking the law (rule if you like) by spending this money. What ever is carried forward into the next year is what the FG is able to spend!
