Your question is exactly why political scientists, sociologists and economists are very clear on the topic that government is not a business wholesale. Comparing a state to a company in all aspects as you've done is just wrong on many levels. Apples vs Oranges! 'Rational choice theory' and 'the irrationality of human decision-making' should teach you something about politics and governance. These regular political zones of the state are many times alien to companies, since companies are already non-partisan to begin with.
