THE 19 northern state governors on Friday agreed to commence the issuance of licences to all religious organisations  and preachers in all states in the region, reports Tribune.

Only Kaduna state had, hitherto, proposed the new measure.

The governors, who said they were alarmed by the proliferation of sects and preachers in the region, also agreed to close down all religious organizations and institutions that refused to be registered with the respective state governments.

These were part of the seven-page communiqué issued by the governors after a meeting in Kaduna on Friday.

The governors also said they noted the proliferation of Islamic sects in the region whose doctrines are repugnant to Islamic injunctions and Islamic jurisprudence.

“In view of the above, it has become imperative to establish a regulatory mechanism to consistently monitor activities of newly registered and unregistered religious organizations, ascertain the sources of their funds, both locally and internationally, monitor the activities of new Islamic schools established by any of the sects as well as their curriculum,” the communiqué said.

They also agreed to “facilitate the issuance of certificates and licences to prospective preachers and ensuring that all Islamic schools and other religious organizations are duly registered by government and close all unregistered ones.

“The Forum made an insightful and thorough review of the current security situation in the region with specific reference to Boko Haram insurgency, cattle rustling and lingering deadly clashes between farmers and cattle rearers as well as armed banditry and kidnapping which have been responsible for developmental challenges,” they said.

The Forum also urged the people to be focused on issues that will engender national unity and development and the consolidation of democratic gains in the nation, stressing that “peaceful co-existence and national interest should be of utmost concern to all.”

The seven-page communiqué was signed on behalf of the 19 governors by the Borno State governor and chairman of Northern State Governors Forum, Alhaji Kasim Shettima. All the states were represented by their governors or deputy governors.

Earlier Shettima had said that the Islamic Development Bank (IDB) has agreed to partake in the reconstruction of the North in order to make the region regain its glory.

Shettima made this known, while declaring open a meeting of the Forum.

“You may recall that consequent upon a deliberate resolution of the Forum, I had the privilege to lead a top-level delegation to the headquarters of the Islamic Development Bank in Jedda, Saudi Arabia, for special consultations with the management of the bank on possible ways of attracting their assistance in addressing some of the core challenges we are facing in the region.

“In reaction to our various presentations, the bank’s president, Dr Mohammed Ali, had given us a strong indication of the IDB’s declared intention to initiate a comprehensive and constructive plan for the reconstruction of the Northern Region.

Good idea. Had it been this law has been in existence the issue of Boko Haram and Shia wouldn't have come up. Same is done in some developed countries

And the condition the Islamic dev bank gave you was to clamp down on religious liberty ....on preachers that don't meet your criteria...their criteria? Nigeria is not jeddah and will never be . you cannot impose Islamic surveillance on this country... Form an Islamic republic if you like but this islamization agenda will consume you the planners first before touching our beloved country.

Is it true Abacha was a man that saw tomorrow and didn't stole but took our monies illegally for saving abroad pending our present raining days.

This religious license issuance is a clear indication of Sunni jihadism on full throttle.
The same way northern leaders/governors gave tacit support to BH who eventually became monsters that killed in thousands and threatened our corporate existence.

In their quest to achieve ethnic agendas northern/Fulani leaders keeps creating problems upon problems for Nigerians.

Just get a devil or a demon possess in the committee, then any powerful man of God who seeks to open a church or do crusade will not be given license.

It's part of preconceived agendas.

Like I have opined before, regional government is the solution to the quagmire we found ourselves and if the northern leaders want total sharia in place of education and development for their people then so be it. We can not continue allowing a region tie us down for their senseless and selfish agendas.

If only North can stop setting us backwards.....can posterity ever forgive Lord Lugard?
There is no better definition of hell, than what we now call 'one Nigeria'. Marriage of strange bed fellows, while others want to join the rest of the free world, some others most likely prefers retrogression!
Why then are they kept together?

Is that the current problem of the northerners? The last time I checked it was abject poverty. They keep marrying more wives and bringing children to the world they can't take care of. This morning they are out there with deep bowl begging.

The southern governors should reciprocate by issuing biometric ID card and license to all cattle herdsmen for a fee.

Eradicating poverty is not on the agenda of fulani/hausa leaders. All they care about is grabbing power through population figures hence their continuous breeding of almajiris. Kwankwaso ecstatically claimed after 2015 elections that they used their almajiris to oust Jonathan from Aso rock.

Northern leaders most especially the Fulanis right from the era of Uthman Dan fodio to Ahmadi bello to Buhari are like cancers that brings no good and very divisive in their utterances/actions too.

Getting a license to preach? Doesn't this infringe on the constitutional right to freedom of speech and religion? After all, implicit in the power to grant a license is also a power not to grant a license. And who ultimately decides who gets a license? Couldn't these governors do better than this? I wonder why we make half-arsed decisions because they are easy! A little more thoughtfulness could have produced better ideas. SMH.
