Probably,ECO bank realised that Fayose was using it as a conduit to defraud the state, and had stopped all transactions with the govt first,to avoid the fidelity fate.
Fayose being the fraudulent politician he is,has come out to preempt the action of eco bank from being made public to make it look as if it was d state govt that took the first step.
