Why would Federal Government control Bitumen and other resources that States are supposed to exploit to help resources of the State Governance ?

What is really the function of the so-called Governors' Forum, if they can not sit up and instruct Federal Government to hands-off basic mineral resources so States can grow.

I laugh at this country everyday. States are eternal beggars, they even go to Abuja to ask for permission to build their sea ports and airports and even interstate roads.

Such a shame.
my guy, I really feel for ur comment.. Well, i dnt kno if u re from easthern, southern, northern or westhern region. is it for free? Whose's pocket does the money end up? Use your brain. The proceeds from Southern natural resources is free for northerners.

42 billion barrels estimated reserves in bitumen spanning Lagos, Edo, Ondo, and Ogun state (of which over 31 billion barrels is sitting underneath Ondo state), yet we import?

The Kaduna refinery was designed to process this kind of 'heavy oil', yet we were importing from Venezuela at some time in the past.

China craves for 'heavy oil', yet we are sleeping.

I think investors who are ready to set up processing plants alone should be considered -- we ought to have learnt our lessons.

do they ever learn anything? Give them another thousand years u still see them telling d same old stories. i should nt have been bothered if nt that this dysfunctional entity almost ruined my destiny

I am afraid, this is beyond the purview of the Governors forum. As a matter of fact, Mines and minerals, including oil fields, oil mining, geological surveys and natural gas. is still on the Exclusive Legislative list of the '99 constitution and as such, is solely a FG's matter. What the Governors can do is to push for an amendment of that part of the constitution, and i doubt if the FG will be willing to relinquish.

I am sure majority of the proceeds from this bitumen will end up in the north. SW leaders needs to unite to address this.
So true! What have they done for Niger Delta all these years despite petroleum being the main source of income for this country.. I'm not talking about PDP presidents alone, our military head of states should also be held responsible.

BALLOSKI:
The Federal Government is set to commence bidding process for prospective investors to explore the vast bitumen deposit in the country, Minister of Solid Minerals Development, Dr. Kayode Fayemi, has said.
Fayemi, who disclosed this during a working visit to bitumen bearing communities in Agbabu area, Ondo State, at the weekend, said the bidding round for licences would be for serious investors with proven work and financial plans.

In a statement by the Special Assistant on Media to the Minister, Olayinka Oyebode, Fayemi was quoted as saying that the process would be completed before the end of the year, reassuring the communities of government’s readiness to protect their interest through right policy and regulations.

The minister examined samples of bitumen in Agbabu, Ilubirin and Lado, and interacted with leaders of the communities, where he assured them of government’s sincerity to protect their interests.
“We want your mineral to work for you, and we are fully ready to assist your communities to ensure that you get the best from the process,” Fayemi said.

The minister said government would partner with the states, investors and the communities to ensure that the enabling environment is created.
He assured them that within the next six months massive work would commence on the bitumen project.
Explaining some of the policies that would be put in place, Fayemi said that emphasis would be placed on exploration and exploitation of the mineral.
He decried the fact that about 80 per cent of asphaltic materials used for road construction in the country was imported in spite of Nigeria’s vast bitumen deposit, adding, “Priority will be given to investors that would build processing plants. The processing plants will boost local production, which will in turn will help us meet local demands and create jobs for youths.”
The Minister stated that the major focus of the ministry is to ensure that the contribution of the solid minerals to the Gross Domestic Product (GDP) records a significant improvement from 0.3 percent to, at least, 10 percent in the near future.

This Butimen belongs to the South Western State, why should it exploited by an exterior government and shared to remote, unconnected regions as Borno and Sokoto

I am Igbo; I believe in resource control and self determination as the only way to real and sustainable socio-economic growth of the peoples trapped in the geographical expression called Nigeria

Southerners must unite and take this stand. Nigeria is a conduit of the north to siphon southern resources, sell their cows, which they graze in the south and sell the food to the south duty free

Economic Independence of States or regions is what all those Senators supposed to be carnvassing for. I understand the fear of Northern Senators and that of the Western Senators, the over dependence on oil is what has killed this country. We should get rid of oil so we can have senses. Either prices of oil should become $10 or the avengers should just help us reduce it, may be, just may be, States will start thinking outside the box. At the moment, there is nothing to show that we are a country. We generate our electricity, we pay our security at our gates, we train ourselves and we even find our medications. This is not a country. This is just an assembly of humans struggling for survival in a box

dont even make mention of westhern senators, because in westhern region, dey av more than enough, in both oil and natural resources.. U cant say ondo state dats d fifth largest oil producin state in nigeria nd d 2nd largest heavy oil (bitumen) depot in d world after canada, not to talk of their good land for agricultural products nd many more, has fears in them.. Ogun state with limestones, osun with gold nd cocoa, ibadan, ekiti nd ilorin wit cocoa, also blessed wit some vital natural resources nd lastly lagos state with abundant internal revenue nd of recent discovered their oil, has fears in them. Or wich of ds states do u think can lack behind? So u av no point in dat, mentioning westhern region. Infact, its d western senators dat alwax raised ds issue in d house nd cast their votes for it, seconded by senators from the south. Even from the findings, we have never see any senators from both d north nd east casting deir votes for ds federalism, weneva its raised in d house. U can only quote easthern part with scanty oil depot nd northern part wit few agricultural products. These re d regions giving us more troubles here in nigeria, because they ar too ova dependant on oil. I see no reason why easthern region annexin wit southern part for biafra agitation, if dey re not an oil dependant region. Y not go alone? We ar not fools here, so we kn the major regions givin us problem.
