Expect plenty of hot air at this week’s “global anti-corruption summit” hosted by an ever-so-determined, thumb-pointing David Cameron. The prime minister has already “pre-announced” a global anti-corruption body that would have no law enforcement powers and would amount to not much more than a talking shop.
