I believe it's more complicated, even though I understand the deep thinking behind your post. But this still begs the question, 'would the oil companies have used a crooked "financial reward scheme" if the local chiefs had been upright?' After all, Saro-Wiwa stood up against same oil companies. If every local chief had rallied around the activist, a big chunk of this problem could have been resolved. However, I agree with you that financially rewarding the few to the detriment of the rest created a rent-seeking mentality that we now dub as "laziness!" But local leadership in the Niger Delta could have been better.
That is why a change in approach needs to be employed,
Despite everything done for that region, chaos still seems to be the order of the day.
I still maintain laziness is not the right word to use, as we have lazy people everywhere, unfortunately current riverine fellas are not travellers, that's why u rarely notice their hustle, they also have a lil bit of pride, that's why you won't see them doing menial jobs.
The major problem is they know with a little agitation, settlement will come.

I believe, that was when Nigerians saw Nigeria as one, and a Yoruba man, saw an Ijaws man property as his vice versa, not necessary loathe for ijaw oil

Far from it. They believed the oil belonged to them, and that Ojukwu and Ndiigbo were forcefully taking the Eastern minority tribes away to enjoy the oil alone.

That mentality of theirs is yet to change. Everything is seen through the prism of oil for them. See the way that Yoruba poster I quoted was echoeing exactly the same thing his ancestors said in 1960's without even being aware of it. They are internally wired that way.

Reorientation at all levels.
We need to start seeing hardworking pay in that region.
For you to derail a train from the side you need a force greater than that train
Churches, tradirtional institutions, Schools, media, peer group, family needs to be involved.
Oil and service companies needs to stop giving cash and instead development schemes shouldvbe employed.
The government is the only body that enforces and receives tax, All MOU between company and community is to go through government to avoid it being monetised.
Irrespective of how painful it will be at first, when the youths realise that no matter what, free money is gone. Blow up the whole pipelines,blow up the whole well heads, you can't get anything they will change.
Federal govt needs to get involved at the very grassroots level forming splinter cells to reach out to youths and make them belong.
Community policing and competitions should be encouraged.
Do not be afraid to punish offenders.
Oil companies are like sitting ducks, they need to change their approach to security. They should start thinking about bunkered well heads and underground piping.
But above all take the reorientation to the streets.

The simple truth is something must be started, no matter the initial pain or the initial loss.
Without something being done, the people there will forever keep feeling cheated, even if you give them everything.
