I started a thread in December 2015 stating that the budget was unlikely to be implemented as the revenue projections were too optimistic: https://www.nairaland.com/2827820/why-implementation-2016-budget-unlikely For those blaming Niger-Delta Avengers, remember that the budget assumed minimal oil revenues (also based on $38 p/b).
