This is very explainable. There is nothing supernatural to this.

A strong wind passes a water body with fish and picks up the water and fish with its cyclonic energy. Just as tropical storms can pick cars,trucks and even houses.

When the energy of the wind becomes too small so that it cannot bear the weight of the object (or keep it afloat anymore) it dumps/deposits it. When a tropical storm hits land from the marine environment where it is most often formed, its energy is most often dissipated by many factors (e.g shear, temperature/pressure differentials, orographic effects etc). It then dumps it's load, including the fish and other debris/objects it picked up while traveling landward.
