will nipost charge for that cos i haven't received my payoneer card and i think it will be in the nearest post office

I was at nipost head office in Abeokuta today and I was told my percel is not in there office

Send the seller a mail requesting for them to track & tell you where item is. Plus also check that the time for receiving is still very much okay if not just open dispute
