I think what he is saying is that...the commission's vacancy was not published to the general public on any of the newspapers nor was it broadcast.

Though, the guy is qualified, but he was part of narrow pool or even the only one in the pool that was looked into for the job, and getting into such pool need insiders who will pass on the vacancy privately or he must been close to the governor, all in all, it still boil to who you know.
