When is the dv lottery registration starting this year?

Much appreciation, One more thing, last year i tried registering on the site, i was being asked for payment via visa or mastercard, and i remembered a friend once told me that everything is completely free on the site, How true is this and what is the official site for the registration, Thanks in advance.
