CBM is an international Christian development organization, committed to improving the quality of life of persons with disabilities in the poorest communities of the world. The ‘Seeing is Believing’ (SiB) programme is a three-year comprehensive child eye health initiative that will be implemented in four clusters – Oyo, Osun and Ogun States (cluster 1); FCT, Nasarawa and Plateau States (cluster 2); Kano, Jigawa and Katsina States (cluster 3) and Akwa Ibom and Cross River States (cluster 4). The programme comprises promotion, prevention, curative and rehabilitation/education components of child eye health. Programme implementation will be in a consortium with Brien Holden Vision Institute. In addition to leading the consortium, CBM would also implement the programme in clusters 1-3.
CBM’s Country Office, Abuja, is now inviting applications for the position of a

SiB PROGRAMME FINANCE & ADMINISTRATION MANAGER
CBM COUNTRY OFFICE, ABUJA

Location: Abuja, Nigeria (with travels to the project sites)
Contract: November 2016-March 2020 (6 months probation)

Objective: The SiB Programme Finance and Administration Manager will manage a team of financial officers, and oversee grant and financial management, administration, human resources and compliance activities.
S/he will be responsible for the financial performance of SiB programme and for ensuring compliance with donor and CBM requirements. S/he will provide leadership in developing tools for successfully administering and controlling the programme budget and providing financial analysis of the projects performance to inform decision making processes.
The SiB Programme Finance and Administration Manager will report directly to the SiB Programme Director.

EDUCATION/QUALIFICATION
• Minimum of Bachelor’s degree in accounting or finance. The candidate must be a chartered accountant, certified by a local accounting body
• Knowledge of programme administration
• Knowledge of Navision or any related programme management and accounting software is an added advantage

RELEVANT WORK EXPERIENCE
• Experience with grant administration and/or compliance (institutional and private donors)
• Demonstrated experience in managing and controlling large budgets, with preference for previous experience working in a consortium.
• Experience of compiling financial reports for international donors Experience of leading a team in a collaborative working style

TASKS

Grant management
a) Establish subcontracts and monitors payments, spending, and close-out of subcontracts, including amendments as needed.

c) Inform SiB project staff and implementing partners of SiB and CBM administrative and financial requirements and expectations and monitor compliance

Financial management
a) Manage the cash-flow position of SiB programme
b) Develop and reviews financial management system and tools
c) Develop/disseminate financial guidelines and controls adherence
d) Provide 2nd level approval of all agreements with financial commitments (contracts for project/office supplies and services, and other relevant financial transactions)
e) Prepare budget analytic documents and expenditure forecasts and amendments
f) Coordinate annual external audits, works with partners to develop management response and action plan, and monitors implementation of plans
g) Undertake regular support field visits to local team and partner field offices to assess the financial systems in place, verify that financial management and operational systems of partners are being implemented appropriately, and make recommendations for improvements where appropriate.
h) Develop and prepare accurate and timely financial reports and prepares ad hoc reports as needed for budgeting and planning purposes. Prepares financial analysis of programme performance to inform decision making processes
i) In cooperation with programme officers, ensures that project partners have necessary cash-flow to implement the programme and that request for funds are processed in an accurate and timely manner
j) Promote a cost-consciousness culture and practice and advises staff and partners on best financial practices.
k) Provide assistance to SiB programme team and partners as needed
l) Prepare and facilitate training sessions on grants management, general accounting, internal controls and administrative systems.
m) Ensure that issues are identified and followed up with partners in a timely manner and that key deliverables are completed
n) Explore with consortium members and implementing partners ways of ensuring value for money, for example by purchasing items jointly and sharing transport costs
o) Draw lessons learnt in terms of finance / compliance and share regularly with partners throughout project implementation

Administrative and Human Resources:
a) Ensure compliance with relevant local regulations and internal policies
b) Manage all matters related to project operations and administration, including all project/programme human resources,

WARE HOUSE ASSISTANT- MAIDUGURI

JOB SUMMARY

The Warehouse Assistant will be responsible for assisting with the delivery of all warehouse related activities, commensurate with their level of knowledge and experience, in accordance with International Medical Corps Logistics policies and procedures.

With particular responsibilities identified as Stock Management/ Warehousing, and Goods-In-Kind (GIK) Management.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Proactively manage the tracking of all project supplies, equipment, material and food in transit, through its receipt, storage, and onward distribution to include providing input on the location and negotiation of contracting for storage/warehousing that is secure, well-maintained, and meets health and safe working practice requirements.

Assist with the management of all logistics matters relating to warehousing and stock management; receipt and dispatch, providing copies of deliverer documents to logistics team for data entry and clearance / way bills, SIV, GRN and related relevant documents, plan and project appropriate warehousing space for commodities, ensure all stores are well maintained, minimum stock levels kept, etc.

Complying with IMC Logistics guidelines on management and security of warehouse and stored commodities, including the maintenance, security, inspection, proper storage, inventory and accounting of goods.

Assist in the inventory and accounting system through use of stock cards (bin cards) and a warehouse ledger; All Goods Receipt Notes (GRN) confirming quantities received in stock based on Packing List, Waybill, Donation Letter (i.e. GIK Form) or similar.

Manage the maintenance of accurate filing systems, with documented and supported records of actions for audit purposes.

Produce weekly and monthly logistics reports for Asset, warehouse/Stock management and GIK to field logistics Officer, in-country management team, and Global logistics pursuant with IMC policies and procedures

Be flexible and manage your time accordingly, to be prepared to tackle other tasks commensurate with your role, and level of experience, at short notice.

Any other related tasks assigned by supervisor

REQUIREMENTS:

Must possess a graduate degree (B. Sc. or HND) in relevant field.
2-5 years’ experience in an International NGO setting in similar capacity.
Evidence of practical experience in logistics within the field of supply chain management (basic procurement, clearance of cargo, transport, warehousing, asset management, etc.)
Ability to integrate and work well within multi-ethnic and multicultural teams.
Ability to work in harsh conditions, often in remote areas.
Interpersonal and organization skills.
Proficiency with MS Word and Excel
LANGUAGE SKILLS:

*Ability to read, write, analyse and interpret, technical and non-technical in the English language

Our mods are not smiling so i cant be posting links anyhow. YouLead is a capacity building project promoting female and male youth employment and sustainable economic growth in CRS by developing and supporting appropriately trained and skilled entrepreneurs and workers, and promoting the appropriate policies, regulations and enabling environment for this to occur in a gender-responsive, sustainable and market driven manner. YouLead provides technical assistance, using Canadian and in-country professionals, and working with local partners (government policy makers, business and financial services providers, youth resource centers and training organizations) to support natural resource value chains, help provide access to markets, and identify alternative and additional business opportunities for young women and men producers; build the capacity of micro and small enterprises to scale-up and ensure fair process and better working conditions for young women and men; and ensure that the appropriate policies and enabling environment is established. YouLead will also improve access to youth friendly financial services and products for young entrepreneurs. To that end, efforts will be made to ensure viable linkages between youth resource centers, technical training institutions, financial services providers, and the private sector.

JOB SUMMARY

The Gender Equality Coordinator is responsible for coordinating the implementation of the YouLead Gender Equality Strategy (GES) and Action Plan (GEAP) in alignment with Cuso International Gender Equality and Social Inclusion Strategy (GESI) and programming guidelines, and with Global Affairs Canada (GAC) Gender Equality Policy. The GE Coordinator will coordinate reporting on the achievement of gender equality results as outlined in the YouLead Performance Measurement Framework (PMF). The GE Coordinator will lead the on-going review and updating of the GES and GEAP to ensure that they are in line on evolving best practices.

S/he will provide technical and methodical support to the YouLead Team with specific relevance to:

· Achieving gender equality in youth entrepreneurship training and youth leadership, and ensuring that special arrangements are made to allow wives, mothers and disabled to access training gender mainstreaming value chain assessment and development, and ensure that women are not displaced from their traditional value chains while having greater access to non-traditional value chains and jobs.

· Gender analysis and program development for equitable financial inclusion, including equitable assess to commercial banks, microfinance institutions, and village savings and loan associations.

· Engendering natural resources management – policy, strategy, implementation and monitoring

· Promoting and advocating for an equitable green jobs/green economy – closing the gender gap in workforce for green economy and renewable energy.

· Promoting and advocating for equitable participation of women in professional and technical training for the green economy.

· Using a gender perspective in the preparation of reports and media for the Project.

· Provide gender capacity building for staff, project partners representing government, civil society and private sector, and develop shared strategy for implementation of local Gender Equality policies and other Laws aimed at achieving gender equality in Cross River State.


QUALIFICATIONS, EXPERIENCE, TECHNICAL EXPERTISE AND COMPETENCIES

EDUCATION

· A University Degree in Social Sciences, Gender Studies or similar field. A post university qualification would be an added advantage.

· Technical trainings in gender equality and/or the empowerment of women and girls.

EXPERIENCE

Minimum of Five (5) years’ experience in gender equality programming/mainstreaming, preferably with an international organization, aid agency or other development organization
Technical knowledge and experience in the implementation of transformative gender approaches, complex gender analysis and advocacy related to gender issues
Strong experience in strategic planning and work planning
· Knowledge of Nigeria context, opportunities, challenges, etc. on gender integration and gender mainstreaming.

Strong experience in gender analysis and development and implementation of gender responsive tools, preferably in areas related to YouLead’s components
· Track record on development of gender sensitive indicators and monitoring;

Experience in working with a variety of partners and stakeholders from public and private sectors, civil society and community groups
Experience in networking and alliance building

Experience in program or project design

Experience from both INGO sectors is an advantage

· Knowledge of main donor requirements in term of gender integration including GAC.
