if a fighter aircraft flies very low preferably in a terrain hugging mode
will the S 400 be able to detect and then shoot it down ?

depends on if there is mountains across the terrain. radar electronic waves does not penetrate mountains

all radars have a minimum altitude at which they can get a clear LOS to a target for the corresponding given range and below that the earth's curved surface will block the target from the radar LOS.


data from open source ; for a normal radar to have clear LOS

Distance from radar ; Minimum Altitude of target
90 Km 0.5 Km
180 Km 2.2 Km
270 Km 5 Km
360 Km 9 Km
450 Km 14 Km
550 Km 27 Km

ie if a target is flying 90km away from the radar and it is flying below 0.5km altitude, the earth's curved surface will block the target from the radar.

again if a target is flying 550km away from a radar and it is flying below 27km altitude, the earth's curved surface will block the target from the radar. however if it goes higher than 27km , the target will come in view with the radar line of sight and hence will be detected by it at 550 km range.

this is due to the radar horizon which is the point along the earth's surface downrange from the radar beyond which the radar will no longer continue to view a target at a given altitude.

and surely any physical obstacles like mountains which blocks the LOS of a radar will allow a aircraft to get in undetected by utilizing the radar shadow zone of the obstacle

simplistically speaking weather S 400 or any ground based radar will be able to detect a low flying aircraft at given combination of distance and altitude will be governed by

1.radar horizon (dependent on radar )
2.terrain
