If only law enforcement agencies would start throwing the books at people that harm others by having the same or worse wound given to them I believe the rate of violence would go down, I.e if the wife of this man is strapped to a chair and have a surgeon cut up her lips just like this then others will think twice before carrying an act of violence against others.
