Why Jonathan's Approach To Curbing Corruption Is Preeminent To Buhari's Approach by Nobody: 2:46pm On Aug 13, 2016
I understand that (retribution) punishment for culprits is one of the major ways of deterring potential offenders from graft and depredatory activities but it is not the optimal way of curbing such activities.

Jonathan's strategies were aimed at preventing corruption, while Buhari's method is penalising offenders. And I believe this proactive mechanism by Jonathan is being used in developed nations to curb corruption.

Yes, you may reduce corruption with penalising culprits but what happens when you are not able to prove beyond reasonable doubt that the suspect is culpable? What happens when you are no longer the president, thus people feel the threat to their corrupt practices is over?

Jonathan's proposed method of fighting corruption was ideal because it involved scientific and technological methods that was aimed at preventing people from touching or gaining illicit access to public funds and that was what they were working on and they were succeeding.

For instance, With the support of the World Bank and the IMF to the Federal Government of Nigeria, they helped build an electronic financial management platform-the Government Integrated Financial Management and Information System (GIFMIS), including the Treasury Single Account (TSA) and the Integrated Payroll and Personnel Information System (IPPIS), helping to curtail corruption in the process. As at 31 December 2014, the IPPIS platform for example had eliminated 62,893 ghost workers from the system and saved the Nigerian government about $1.25 billion in the process.

They also introduced the practice of publishing each state's monthly financial allocation from the Federal Government of Nigeria in the Newspapers. This action went a long way in increasing transparency in governance and also curbing financial embezzlement by the State government.

But the defect in Jonathan's administration was his media team. They failed to bring most of Jonathan's achievements to the open. Unlike the youWIN program that was so potent and conspicuous to the extent that the program was evaluated by the World Bank as one of the most effective programmes of its kind globally.

And APC capitalised on the inactions of Jonathan's media team to feed Nigerian Youths of untrue assertions about Jonathan's administration.

Jonathan in turned responded to those allegations during 2015 presidential election campaign and then, and one of his responses was adjuring the anti-corruption agencies to disclose what they have been doing.
“They said my government is corrupt and that we are not fighting corruption. Only yesterday, I addressed anti-corruption agencies and told them that people are deceiving young Nigerians. I said that they must tell Nigerians what they are doing.

But by then, it was already too late for him, because the reprehensible impression about his administration have already circulated.

Buhari's method is simply not the optimal method because even in his administration, corrupt activities are still perpetuated just like how some State Governments were able to peculate and divert the bail-out funds without any impediments. Jonathan's administration would have devised a blueprint way to thwart every attempts by the State Government to divert the funds instead of waiting to litigate against those that defalcated the funds.

And also, it will take extra temerity to probe and penalise the culprits that are directly or indirectly related to you. Amongst those individuals involves Party affiliates, conjugal relations and consanguine relations. But preventing them from corrupt practises will be a lot more easier.

The idea of apprehending arm robbers today have certainly not deterred other infringers from such criminal activity.

this is it, people believe jonathan was ineffectual in the fight against corruption because they weren't enlightened about them, and this blame can be attributed to Jonathan's media team. APC used their deceptive propaganda to make it seem Jonathan was ineffectual.

And it is factual that Buhari has done nothing to prevent corruption, he is just simply recovering looted funds. that is not a rational way of fighting corruption to me.

So explain the wide adoption of TSA by this government? Something Jonathan sat on for years.

You incorrectly blame his media team. I correctly blame his atrophic balls (lack of will by quoting Ngozi) for not implementing anything preventing corruption. He was complicit hence the conflict of interest.

The TSA introduced in his administration and wasn't opportuned to implement it because of a change of government which enabled Buhari to inherit one of Jonathan's innovations.

TSA had been sitting as a lame duck since it's pilot scheme in 2012.

"The pilot TSA scheme commenced in 2012 using a unified structure of accounting for 217 government Ministries, Departments and Agencies, MDAs, for accountability and transparency in public fund management."

What you just did was to provide an evidence that TSA was actually implemented by Jonathan in 2012 when it was “commenced,” so we can infer from here that Buhari was actually lying when he averred that Jonathan failed to implement the TSA.

the implementation of the TSA was being done in phases or gradually.

the reason was that the previous govt understood the fact that the Nigerian banking industry & by extension the economy was primarily driven by government spending & while there were concrete plans to make it more private sector driven, it knew that pulling out government funds from the banks in one fell swoop would negatively impact the economy, might lead to a recession, create instability in most banks, restrict the ability of banks to loan money to investors, threaten existing loans and other negative consequences.

hence the gradual implementation, with banks adjusting gradually to the changing times.

This is not an optimal way, it is just a way making funds available by inducing former looters to return their loot and it is quite commendable because of this period of low revenue generation due to the activities of the NDA and the erratic and unpalatable oil price, so the recovered funds so far should be used together with govt revenue for govt expenditure.

I heard that FG was about releasing some funds for Capital projects. the question is, how can they ensure that the funds are utilised optimally without anybody diverting some part of it? this was why jonathan sought to implement mechanisms that will aid the prevention of illicit access to public funds.
