Portuguese : RAE ) are autonomous territories that fall within the sovereignty of a country. like Hong Kong and Macau of China. both are sar. so imagining Lagos state asking for autonomy from the Nigeria government to be special administrative region under nigeria under this condition lagos can have its own governments, multi-party legislatures, legal systems , police forces, monetary systems,separate customs territory, immigration policies ,
national sports teams , official languages , postal systems , academic and educational systems, and substantial competence in external relations that are different or independent from the Nigeria.
For external affairs
Then lagos would have the authority to contract a wide range of agreements with other countries and territories such as mutual abolition of visa requirement, mutual legal aid, air services, extradition, handling of double taxation and others. In diplomatic falls involving lagos , Lagos may send officials to be part of the Nigerian delegation. In sporting events Lagos might participate under the respective names of lagos and compete as different entity from Nigeria
Defence will be the responsibility of the Nigerian government.
. with all of Lagos achievement in security,healthcare and others .I believe they can stand as a sar under Nigeria. these can only happen with a refendrum. I believe
