Section 11 (1) of the Lagos State Properties Protection Law 2016 states:

A person shall not, whether for himself or acting as an agent demand for any fee or levy in respect of construction activities on any property, disrupt or obstruct construction works provided that the provision of this section shall not be interpreted to preclude (rule out) land owning families under the authorization of the family head to demand for the customary fee for possession (in the name of foundation levy) from buyers, or ratification fee pursuant to judgement of a court of competent jurisdiction.

Interpretations:
1) omoniles no longer has any right to demand for any fee save foundation levy after land had been bought and paid for

2) after payment of such fee no omonile or any other persons or groups have the right to disrupt construction process in any way.

4) demand for gate fixing, fencing, flooring, window, roofing fees etc by omoniles by virtue of this new law is henceforth a criminal offence.

5) demand for ratification fee from any buyer must be subject to the judgement of a 'competent' court of law of which evidence you have the right to demand for. I suggest you employ the help of a lawyer here.

6) any Omonile or their cronies that flouts this law will either be fined nothing more than a million naira or 2 years imprisonment or both.
