would be difficult to determine without a plan

Actuall would diff to estimate without real plan. But if u have a plan u can startup with 50M it can at least to sm level.

Would advice that you consult the services of professionals. Get a plan even at the preliminaries of production of the plan estimates could be deduced at that stage but without any information on the design it's hardly possible..
