I know its not right to collect nor give bribe, especially to soldiers or policemen at check points/road blocks...but in order to be on a safer side and also avoid being harrassed or 'accidentally' shot at by trigger happy police/military personnel on the road, you just have to give them something, even if all your vehicle particulars are in order. Cos shd anything happen to you in the process of claiming your rights, its your family that would bear the pain at the end. Since it seems the fight against corruption is just a lip service scheme designed to hunt and deal with only a selected few and not for everybody...
