You are welcome to a cemetery or mortuary

There are so much architectural/structural lapses in the building from the second picture. You don't make a wall on a deckin part that has no support. It needs a pillar or wall under the deckin to support the wall up. The load must be balanced.

You are not entirely correct!

As long as it is NOT A LOAD-BEARING WALL, you can do it that way.
The problem of the building has to do with "poor quality of material" (incorrect mix of decking material - Sand/Stone/Cement Mix-ratio) used in making the decking. Iron content appears okay
If the Decking was solid enough, and the wall was not load-bearing, nothing will happen like this.

"Load-Balance" has to do with "Force of Moment" about a point on the decking, assuming the decking was strong enough.

that usually cause "SLOPING" about the side with excess load.
this Deck collapsed..... it did not slope to any side.
