Yet another misleading headline by Nigerian "journalists" with poor listening comprehension skills. What Lai Mohammed really said was the following:

“It takes an investor to have a great confidence in any economy before putting hundreds of millions of dollars into a city like this,” he said.

“Those who can see the bright stars in our horizon beyond this temporary cloud of difficulties are investing in the country even as we speak.”

Of course this is still empty spin. If investors were really "flooding" into Nigeria, the inflow of Dollars would help counteract (or even reverse) the decline in the Naira that we are actually seeing. The truth is that Buhari's wrong-headed economic policies have done a thorough job of scaring away would-be foreign investors.
