The Delta state Government has invalidated all existing Certificates Of Occupancy, with the commissioning of a new ICT Centre for generating online title documents. The digitized C of O can be generated online and in real time. It is expected to enhance businesses and security in the state. Following the new development, landlords have been advised to update their title documents to the new technology, in order to remove all inherent bottlenecks associated with acquiring legal titles for landed property. Delta State, located in the oil rich region of Nigeria, is one of the states with the highest revenue but so far, there has been no proper demarcation of landed property in most parts of the state which is why the government has come up with the initiative. According to the state governor represented by the Deputy Governor Kingsley Otuaro, this is in line with the government’s smart agenda, geared towards job and wealth creation. Earlier in the year, the Delta State government launched the ‘Fast Track 90’ policy where land owners could obtain a C of O with electronic features within a maximum of 90 days. However, the state government has taken that initiative one step further by commissioning the new ICT centre aimed at ensuring that the C of O are digitalized and the old ones are taken out as quickly as possible. Mr Otuaro praised the innovation and expressed confidence that it would in turn create more jobs as well as enhance the wealth creation process in the state. He said it is also led by a desire to upgrade the database of land owners in the state in order to keep proper track of the houses and their locations. This is a nice and wonderful innovation from the State Government of Delta. If they can keep the tempo up in this manner it will spread over all the Country and business will be encouraged for those who wants to buy landed properties for businesses across the Country. 1 Like |

This is not well thought out. The governor cannot nullify all existing CofO. Title holders will sue the Agency in charge of the issuance of CofO or state governement. The governor being the landlord can invalidate some CofOs due to overridden public interest and not to invalidate all the CofOs in Delta State. Title documents that he wants to invalidate were issued by the same state government. I expect title holders to go to court and they will win. The state government can only call for re-validation/re-certification or regularization of title documents and not to force them to acquire new one. Delta State government needs to sensitize all title holders on what they stand to gain by re-validating or regularizing their title in order to be secured and not to cancel the existing title. Tremor007: Not an innovation but copying. El-Rufai introduced it in Nigeria when he was FCT Minister in 2004. It was called Re-certification. He established AGIS and re-issued all C of Os. Since then, Kano, Nasarrawa and Ogun States governments have copied and implemented same. Lagos and Niger states only copied the land digitalization aspect of El-Rufai concept but did not re-certify the old C of Os. 1 Like |

i don't know how sure this exercise would sail through but at the least i expect computer savvy youths to go down their streets and help landlords regularlise their papers for a fixed fee after knowing how the process goes. job don dey be dat. |

I think, it is a welcomed development but what I don't like in this initiative is to nullify the existing C of O. How can say that C of O acquired several years ago is no more valid that they should go and acquire new one, this is pure corruption, stealing, and wickedness in high places. Mr governor, please go and sleep for a week and don't wake up and have a rethink about this issue, don't associate yourself among all other stupid and wicked governor. Okowa the clueless Governor, looking for money to loot since allocation from Abuja has dropped. He has also cancelled WAEC enrollment fee in public schs in the state. He wickedly increased private schs yearly payment from 40k to 200k. So far, nothing to show. All roads in the state has collapsed. Warri the so called oil city is a glorified village. Okowa the owanbe governor, while others are constituting teams to move their state forward, Okowa keeps attending wedding, burial, chieftaincy, birthday parties and thanksgiving service everyday.
