1. You might not realise this going by the cowboy manner we do things in this country but in well organised environments, when it comes to official correspondence or statements, there is official protocol. You do not make official comments on what is not is not within your jurisdiction.

2. DPR is not an agency of NNPC and so he has no authority or mandate to comment on the workings of the DPR. Anything he says is hearsay because it is not within his authority.

3) Like I said If I were in his shoes I would give the same answer. anybody can google the concession map, which means the house members also have the information. So when they ask hi that sort of question they are asking him for the record and he has no mandate to answer in an official capacity because as he told them, it is the jurisdiction of the DPR. If they want an OFFICIAL ,ON THE RECORD response, they should ask the official record keeper.

The problem with many of you Nigerians up in arms is that standards have dropped over the decades and many of you are not schooled in the proper way of doing things especially in an organization. You will never find one agency commenting on the business of another parallel agency in any civilised environment "on the record!" because anything issued by any government agency is an official gazzette and the contents become official and has legal implications.

Department of Petroleum resources is the agency saddled with responsibility of issuing oil mining licenses to prospective oil block owners.

Nigerians jump and shout out of ignorance because other people are doing so. Even the Senators need to be properly guided. This herd mentality must stop. This "because the first post is an insult, I must follow suite and hurl insults" needs to stop.

The NNPC is an operator. It is the Government's Oil Company which also belongs to Nigerians. It doesn't regulate oil blocks. In the petroleum industry in Nigeria, NNPC is just like Shell, NAE, NAOC, Total E&P, etc. They have blocks they operate in. And that is their interest. They do not keep records of all oil blocks in Nigeria.

Let us assume they asked him the number of Blocks that the NNPC operates on and he said he does not know, it would have been a different matter. Of course I am not saying he shouldn't be curious to try to know things beyond his office, however he cannot give any reliable information. The data is kept by DPR the Chief regulator of the Industry.

The DPR is the organisation saddled with regulating the awarding of oil blocks and regulating the entire value chain of the oil and gas industry in Nigeria. The DPR has a national data repository. They are the ones who call it in the industry. It is a different thing if the Minister was asked or the Director of DPR. This is NNPC, an operator. They are also regulated by the DPR.

It is shocking that a lot applied for the DPR Recruitment but do not know how the Industry is organised.

Also, let us stop this other lie that Nigeria does not know the volume of crude it produces. That is another big lie. DPR reps are on board all oil and gas production/export terminals. NNPC and NAPIMS guys/reps. are also there in many cases. They keep records of these production/produced volumes and no export can take place in any terminal without the DPR rep. On board approving it. Proper metering is also done. As a matter of fact, the export valve cannot be opened without the DPR man being there with his key! In many instances, it is the "big nigerians" that tamper and try to influence and intimidate DPR staff while they are doing their duties.

This is why DPR needs a sensitization program on TV like the NPF's Security Watch and the EFCC's Eagle Eye. Just tell a Nigerian that you work with DPR, they will say "oh OK, NNPC". They are not the same! DPR truly needs a program/medium to tell Nigerians what was produced. What petroleum products were imported. The opportunities and challenges in the industry, HSE statistics and awareness creation, amongst many other things.
