GSM would have still come without Obasanjo, because it wasn't his idea. Foreign companies (Econet - now Airtel and MTN) and their Nigerian representatives lobbied the Obasanjo administration to revoke the terrible NITEL monopoly in order to establish GSM.

In fact, he was hesitant because some of those who in charge of the moribund NITEL were his buddies. So he had no choice than revoke NITEL monopoly due to benefits of GSM and open the Telecom market where companies can compete.

So GSM would still established another President.
