Allocation of registration no, proof of ownership certificate, valid vehicle license, reciept of purchase of the said vehicle, a letter authorizing the licensing officer to effect the change of ownership to the current owner. All listed documents originals.
With all these documents, u will be able to process your change of ownership and re registration of already registered vehicle.

You mean the prior owner still has to draft a letter authorising the change of ownership despite the availability of original certificate of ownership and receipt of purchase. Na wa o.

Is the said letter to be addressed to a specific office or title, or just a blanket 'To whom it May Concern'

Is the re-registration mandatory? Wouldn't that pose a conflict in the case where the car has reg number engravings on body parts.

Of course. Look at it this way: How will the licensing officer know that you are authorised by the owner to effect this type of change. You could as well have stolen all the documents listed. So authorization letter is most important

I am getting a direct tokunbo or few months used soon. My issue is that a good percentage of the so called toks are either accidented or flooded and you won't know until the wahala starts.
Is it possible to know the history including the above ( if accidented, flooded or not) by using the VIN number?

Please if you are getting a Nigeria used car...what you need is first and most important the customs papers of the car if it was bought tokunbo but if it was bought brand new you need the purchase recepit.
Secondly, the receipt and change of owner ship from the owner of the vehicle when it's a Nigeria used car but if it's tokunbo you need the purchase receipt from the seller. For the Nigeria used cars, the buyer need to take the purchase recepit and the change of ownership letter to any court to legalize the document and again to police station for them to issue you a police report on that.
Finally, you need the copies of the registration papers of the car, I repeat copies not the original. This is because the plate number belongs to the owner of the car and not to the car. The seller can still use the same plate number on another car. With all these documents you are good to go...

transfer of ownership document, its normally typed by the owner of the vehicle, showing the description of the vehicle, the name of the owner etc

Just collect key begin drive your motor... When police/FRSC/VIO stop you, you will know the necessary documents

Absolutely, you can run a check on the VIN. It will tell you the number of owners of the vehicle. It will give you the vehicle's insurance history. Millage, accident (s), damages like flood, it will even rate the vehicle's overall quality over 100% and the software could advise you to buy or not.

It is easier to forge a letter of consent than it is to steal complete original papers .

hahahaha. This is the problem with this world. People can always scam their way out of things. Logically, without the existence of letter of authorization, a thief could argue with the owner in the court that the car was sold to him. It will just be a battle for words. Life becomes a jungle such that your friend can look for your car papers, register it on it name and argue that you sold him the car.

But with authorization letter, that become a forgery by your friend. That is the "exhibit A" No matter what, there are people skilled in identifying forged signature. That why it would be proven whether this is your authorisation or not.

In addition if you can get police clearance along side with affidavit of change of ownership, it will be good.

Try this link, although I didn't use this particular one n the link I have is no longer available. This VIN check is particularly important as car dealers will tell you a car is 08 while it might be 05 and trust me, you will not know for some brands. They tell this lie to inflate the price but a VIN will reveal everything.

Allocation of plate number form

Means of identification(both buyer)

Vehicle last Renewed License

Two passport photographs of buyer

A written letter between both parties stating the details of the car and transfer of ownership.

Proof of ownership

Residential Address of the buyer
