THISDAY can report today that before President Umaru Musa Yar’Adua left the country for medical treatment in Saudi Arabia, he indeed wrote, signed and sent a letter of vacation to the National Assembly.

However, Special Adviser to the President on National Assembly Matters, Senator Mohammed Abba-Aji, did not deliver the letter for political reasons.

Yar’Adua left for Saudi Arabia two weeks ago after being diagnosed with acute pericarditis – an inflammation of the coverings of the heart – and is currently receiving treatment at the King Faisal Specialist Hospital and Research Centre, Jeddah.

The newspaper reliably gathered that Yar’Adua, after deciding to go for a confirmatory medical check-up following the advice of his Personal Physician, Dr. Salisu Banye, wrote to the President of the Senate, Senator David Mark, and Speaker of the House of Representatives, Rt. Hon. Dimeji Bankole, informing them of his intention to go on “medical vacation” to attend to his health.

This would have paved the way for Vice-President Good-luck Jonathan to properly take over as Acting President in line with Section 145 of the 1999 Constitution which says: “Whenever the President transmits to the President of the Senate and the Speaker of the House of Representatives a written declaration that he is proceeding on vacation or that he is otherwise unable to discharge the functions of his office, until he transmits to them a written declaration to the contrary such functions shall be discharged by the Vice-President as Acting President.”

However, Abba-Aji, THISDAY learnt, was on his way to the National Assembly when he opened one of the letters and read the content and then decided to advise the President against it.

He was said to have made a U-turn and returned to see the President whom he advised that there were legal and political complications that could arise from the letter.

He told the President that on a closer look at the provision of Section 145, it would require the permission of the National Assembly for him to resume.

His opinion was that his return to his desk was not automatic and would be dependent on the National Assembly.
Abba-Aji was said to be wary of the “uncertainty” about what the Senate President could do. He reportedly argued that with Mark in power, it might be very difficult for the President to be allowed to resume his duties after the vacation.

The President was said to have directed that the letter be given to the Attorney-General of the Federation and Minister of Justice, Chief Mike Aondoakaa, to take a look in line with the relevant sections of the Constitution for legal advice.[/b]

THISDAY learnt that it turned out to be the last that was heard of the matter until the President travelled out for treatment.
However, on his way to the airport, Yar'Adua, THISDAY learnt, called Jonathan on phone to inform him that he had directed the Principal Secretary to the President, Mr David Edevbie, to pass all files and correspondences without exception to the VP.
Yar'Adua then asked him to treat the files and take all necessary actions on his behalf.

THISDAY learnt that although Jonathan has been acting on behalf of the President, he decided not to touch certain matters because of possible legal implications.

For instance, he did not convene the Council of State meeting and also did not approve the list of National Merit Award winners.
Meanwhile, Second Republic President, Alhaji Shehu Shagari, at the weekend called on Nigerians to pray for quick recovery of Yar’Adua.

He described recent calls by some groups and individuals for the President to resign due to his ill health as unnecessary.
The former president made the call while speaking to newsmen at his residence in Sokoto.

Shagari, who hoped for speedy recovery for the president, stressed the need for Nigerians to always pray for those in position of leadership.

He appealed to those agitating for the president’s resignation to have a rethink on their “vicious campaign”.

I cant stop laughing after reading this news, whom do this people think we are, a buffon or a pupil, we have taken governing to another level entirely, how can a messenger of a letter open a letter written by president and addressed to a senate president, wonder shall never ceased to happen. Nigeria we hail thee, this is to show the type of people leading us, this bunch of illiterates leading the learner.

The story is too ridiculous to be true, in my opinion. Sounds like a quick attempt to create the existence of a Vacation Letter. Plus, it just sounds like something out of a mischevious teen's log.

I don't know how genuine the story is, but. . .

We are in a country were black is white and white is black; how else can this be explained? A president is obviously not up to the job because of poor health, but very strangely, is implored not to resign, but a hale and hearty VP is pressured to resign shocked. . . All for the reason that; even though he's our genuine VP (not a fake one, I can assure you), he might become president while from the wrong geographical area. I'm confused. embarassed

if this story is true. . .then it all makes sense,because it seems nigerian,esp nairalanders like to chase shadows and rumors

i say the institutions of govt are working,so let it remain so

and all these ppl ,talking about coup and soldiers, i hope u know about the recent coup in guniea where more than 150 activists were killed

and now the coup leader has been shot

I think the number one question should be WAS THERE REALLY A LETTER? This sounds more like a quick cover up of some sort. Why would anyone open the president's letter? If someone did, how did others know of it? How did the news paper get the news? That part does not even make sense, let alone the rest of it. The constitution does state that if the president will be away on Vacation, that he ought to give a letter to the house leader to have the VP sit, but I think this is some attempt to CREATE the existence of such a letter to excuse the fact that the president left for yet another vacation, without handing over in the first place.  Notice how the story is WOVEN in such a way as to create the ILLUSION( for lack of a better word) that such a letter existed and has had it's own DRAMA/ADVENTURE in the same time the country has ben dealing with the President's Saudi trip Drama?

Indeed. Yar Adua regularly comes up with diversionary nonsense like this to cover his misdeed. Was it not how , after huge outcry , Yar Adua pretended he did not order that El-Rufai be refused a Nigerian passport? He then carried out a token sack to 'demonstrate' that he was oblivious of the instructions against the issuance of a passport to El-Rufai !!! This Yar Adua should just go. He is decietful, selfish and clueless !!! Nigerians now see through him and his motley crew with ease .

i don't believe the story and that does not make the story an impossible one in nigeria.
on the other hand, yar adua has no power to hand over this govt to anyone outside obj.
he is the choosen one and must rule nigeria.
we were mearnt to understand that yar adua was in coma and as such, there wouldn't have been time for him to write a hand over letter but if he were not in coma, he will not give someone else what obj laboured to give him.
in fact, it is possible that he wrote the letter while in coma otherwise the hand over note would have been addressed to obasanjo the owner of nigeria.

If this story is true, then we all see the reasons why we have no president. How can he open the letter? This means they all take the man for granted because he is weak, Can that man do that to OBJ when he was in power?

What even make it ridiculous is, how can the President write a letter to the Senate, without the AG and Abbaji knowing the content and what is written in the letter? Is it a love letter that no one in the Presidency knows the content? These people call Journalist in Nigeria, need to be brought to order. They should stop publishing conspiracy theories in the name of News.

Abba-Aji Denies Scuttling Yar’Adua’s Letter

Special Adviser to the President on National Assembly Matters, Senator Mohammed Abba-Aji, has denied knowledge of any letter written by President Umaru Musa Yar’Adua to the leadership of the National Assembly on his medical vacation in Saudi Arabia.
THISDAY had reported yesterday that before Yar’Adua left the country for medical treatment in Saudi Arabia, he indeed wrote, signed and sent a letter of vacation to the National Assembly.
However, the Special Adviser to the President reportedly advised him against the letter because of the delicate political nature of the issue, believing that the President’s return to his seat after vacation might not be automatic as the National Assembly could stop him.
But in his reaction yesterday, Abba-Aji said the report was false, insisting that Yar’Adua did not convey any such letter through his office to the National Assembly.
Abba-Aji, in a one-page letter to THISDAY signed by the Head, Press and Public Relations Department of his office, Mr. Charles Akpan, stated: “The Office of the Special Adviser to the President on National Assembly Matters would want to categorically refute the content of your Headline News titled ‘How Abba-Aji Scuttled Yar’Adua’s vacation Letter’ of Monday, December 7, 2009.
“The Special Adviser would want to make clear that at no time did the President convey his desire to go on vacation through a letter routed from his Office to the National Assembly.
“He would also want to refute the content of the story especially, in relation to himself.  Conse-quently, the Special Adviser demand (sic) a retraction of the story.  He also expect (sic) the retraction to be given the same prominence as the Headline news.”
In another statement, entitled: “Re: How Abba-Aji Scuttled Yar’ Adua’s Vacation Letter,” widely circulated yesterday in Abuja and signed by Abba-Aji, he said: “My attention has been drawn to the above-stated banner headline on the front page of Monday, December 7, 2009 edition of THISDAY Newspapers.
“The report went ahead to state that I deliberately withheld an official communication from His Excellency, President Umaru Musa Yar’Adua to the President of the Senate and to the Speaker of the House of Representatives informing the leadership of the National Assembly of his decision to proceed on vacation to Saudi Arabia.
“Without beating about the bush, I wish to state unequivocally that the report was false in its entirety as I took no delivery of such communication neither personally nor by proxy. 
“It is therefore unfair for any person or group to erroneously state that I took delivery of such a sensitive official communication from Mr. President but failed to deliver such to its destinations, as contained in the THISDAY report.
“More worrisome to me was the fact that the writer of that report failed to contact me to confirm the authenticity of such report before going to press.
“It is surprising that a national newspaper could go to town with a report of that gravity without bothering to seek confirmation from me. Strangely enough, the writer claimed to have filed his report from Sokoto. But the last time I visited Sokoto was in 2007, over two years ago.
“I hereby state that the report as contained in the said edition of THISDAY newspaper emanated from the restless imagination of the writer apparently for reasons best known to him.
“I therefore vehemently reject all insinuations and far-fetched political manoeuvrings attributed to my person by the writer of that report.
“It is my official duty to deliver official communications from Mr. President to the National Assembly. But in the case in question, there was no such communication from The Presidency.”

Contrary to claims made by Special Adviser to the President on National Assembly Matters, Senator Mohammed Abba-Aji, on his role in scuttling President Umaru Musa Yar’Adua’s vacation letter to the leadership of the National Assembly, THISDAY hereby states categorically that it is standing by its story.
We have three posers for Abba-Aji, who did his best to deny a story he knew to be correct in every material particular.
One, as the man responsible for the legislative agenda of the President and his relationship with the National Assembly, what advice did he give to the President before his previous and present medical trips to Saudi Arabia, knowing very well the constitutional provisions on the President’s health, travels and vacation?
Two, what is Abba-Aji’s position on the constitutional provision on the President’s travels and the need to write to the leadership of the National Assembly so that the Vice-President can properly become the Acting President? We ask Abba-Aji to come out clearly and make his position known.
Three, did Abba-Aji at anytime last year tell the President that since former President Olusegun Obasanjo never wrote to the National Assembly anytime he was going on vacation or attending to his health, Yar’Adua should follow the same line and not write to the National Assembly? Did he or did he not also canvass this position with other top Presidency officials?
Yesterday, Abba-Aji was moving from office to office, from the Vice-President to the Senate President and to the Speaker of the House of Representatives seeking to persuade them that he never advised the President not to write a vacation letter. What was that about? What was he trying to achieve? Is he shifting loyalty because of the President’s absence through ill-health?
We challenge Abba-Aji to come out publicly to explain his positions on all these issues and disclose the motives behind his actions for the benefit of all Nigerians.

Who will impeach him? David Mark or Bankole? Both are busy protecting their a-ss and defending their loyalty to Yar'adua at the moment. Except nigerians are ready to say enough is enough.
