They didn't send him back to wear uniform because they had a dss report to attack him already... In the case of Ali them have nothing against him and then they make uniform an issue!

You may be in camp and not a Corp member, one may be in school and not a student, one may matriculate in school and yes do not graduate.

One may even be in religious houses and yet never make heaven.
