Delta Speaker Backs Okowa On Rejection Of Grazing Reserves Bill by Blue3k(m): 2:48am On May 02, 2017
Speaker of Delta State House of Assembly, Mr. Monday Igbuya, has supported the recent statement by the state governor, Dr Ifeanyi Okowa, on the decision by the people of Delta State not to support the Federal Government-sponsored Grazing Reserves Bill.

Executive Assistant on Communication to the Governor of Delta State, Mr Fred Oghenesivbe, quoted the Speaker as saying that all over the world, there was no country where the Federal Government hides under legislation to forcefully acquire grazing reserves for farmers and herdsmen.

He said: “Those sponsoring the bill for grazing reserves in Nigeria are on their own. Delta State is not part of that retrogressive and politically motivated legislation. It is an anti- democracy, anti-people legislation and it openly infringes on the fundamental rights of our citizens by compelling them to vacate their lands for Fulani herdsmen.

“Our position in Delta State is very clear. Our state governor, Dr Okowa, made it abundantly clear over the weekend that Deltans and the state government are not party to the Federal Government sponsored grazing reserves and that is our collective position.


“As the Speaker of Delta State House of Assembly, I can categorically tell you that my colleagues are on the same page with the governor, that is why I am corroborating what our governor told the world over the weekend. No grazing reserves in Delta State, period.

“What is acceptable is for the Fulani herdsmen to lawfully acquire lands for grazing in line with what is obtainable in other democratic societies.

“The APC Federal Government is playing on the intelligence of the Nigerian people and at the same time making mockery of democracy through the sponsorship of the Grazing Reserves Bill.

“The herdsmen are businessmen who rear cattle and sell them for profit. It is, therefore, immoral and against the principles of natural justice for the Federal Government to hide under any legislation to unduly favour Fulani herdsmen to the detriment of land owners across the country.”

“We are no longer going to tolerate any stray movements of cattle across the state. The Herdsmen must find a way of doing their business legitimately and without coercion, brutal killings, raping and destroying farmlands of our people in the name of grazing.


“We are looking at the possibility of arresting owners of strayed cattle and prosecuting them once we are done with the legislation currently undergoing final stages. I am pretty sure that from next week this matter will be dealt with so as to restore law and order in the affected communities.

“I must thank my colleagues especially, Evance Ivwurie for his proactive steps in ensuring that the House took up the matter with the urgency it deserved. His constituency (Ethiope East), has been in deep mourning for months unending especially in Abraka communities. The end of the heinous crimes by Fulani Herdsmen in Delta State is at sight,” Speaker Igbuya assured Deltans.

It will be recalled that several cases of brutal killings, raping and other criminal activities by Fulani Herdsmen has been on the increase in Delta State, particularly in Abraka communities.

The sad news is that the police were yet to make any arrest, let alone prosecute the culprits.


They move about in the streets in broad daylight with illegally acquired assault ruffles with which they kill people at random in Delta communities and elsewhere in the country.

Man this story is insane. Your telling me people get murdered and police are yet to make arrest. Obviously they can't get prosecution if the can't get culprit. Then they claim the violent herdsmen are doing all these crimes conspicuously with assault ruffles like Rambo. Then disapear into black smoke.

Nigeria should embrace Local police forces. We should have actual statistics on this issue. The frequency of this news is disturbingly high. Anyone is free to request data from NBS. I wonder if states are even keeping track though.

good one... i hope wike will follow in this direction.....in Rivers state we are short of lands....we even borrow lands from neighboring states, so we don't have any for Fulani herdsmen.
but we can sell to them... thats if they have the money to buy! make i carry my ancestral land give you free make you take do rearing, make more money for yourself and family, thunder fire all of una!

I don't think any sane Governor in the South would accept such stupid law...robbing the south of their little lands to give to people who have it in abundance.

Look at you justifying attacks by herdsmen on farmers, is it by force? Did government provide shops and stores for commerce n trade? Do all participants not pay for any space they occupy to transact business?

Feeds the nation how? Cattle are gathered, slaughtered and shared to all states monthly like crude oil proceeds or what? Do they give d beef free? Is it not paid for as private businesses for profit? Are u aware we still import beef n milk despite this retrogressive method of rearing cattle? Go n study countries that produce n export d highest beef n milk and see if any one has cattle roaming the streets or if their governments forcefully commandeered land and marked dem off as grazing reserves.

Owners of cattle are business men; a serious govt would mandate all cattle rearers to purchase or lease land wherever they choose, support and provide infrastructure for standard ranches and see to it that cattle are confined in enclosed spaces, reared and catered for. This solves the twin problems of cattle rustling and herder-farmer clashes but no, u want them to keep roaming or for government to use legislation to create grazing reserves and commission with pension!

To be funded from where? Why don't you advocate piggery commission and beans and rice agencies? Does the ministry of agriculture not cover livestock and plants? I can't understand how u even justify this nonsense really. Tomorrow u will taunt southern states for having little land mass, why won't those reserves then be created in the expansive north that supposedly has d best soil for planting? It means they can grow and produce the food for their cattle as well without invading farmlands!

Una with una rubbish expansionist agenda are dead on arrival!

1. They don't have right to be violent attacking citezens to conduct business.

2. Forcefully siezing land for private business interest not fair. They could buy their own land and start their own ranches.

3. They move around country but movement of animals can be regulated.

4. You cant monitor every single inch of any place. That's an excuse idiots make to justify criminality.

5. You can jail them because they have no right to break law to conduct business.

6. They don't feed nation for free or efficiently. Nigerian eat less beef on average that Niger Republic. Japanese produce and eat more beef as well. Without needing these policies so you can't say landmass or population.

The solutions is simple

1. let this be a state issue if certain states want to buy and donate land for herdsmen.

2. Start your own ranch.

3. Stop driving cattle and use trucks to transport. If you want to be old school use trains.

4. Federal government can give loans to these people to buy land. Through bank of Agriculture with generous terms.

The North has 75% of Nigeria's landmass. They have more than enough land. Why would some people still be thinking of coming to the South to collect their ancestral land? Every businessman (herdsmen included) is free to buy land. From Willing Sellers who are not forced anywhere in the country. But don't come and tell me you are seizing Southern ethnic and ancestral lands given from time imemorial in order to establish 'grazing reseves' (to a profession dominated by one non Southern ethnic group). That is distateful, unfriendly and in fact, ethnic cleansing. The South will never stand for it.

Soyinka, Fayose, FFK, and now Okowa are our heroes whom we will never forget for their courageous stand against this injustice.2

Loans to buy land. States can set up grazing reserve on their own. Dude u sound crazed you want government to take other land for them to use but don't want government to loan them money to buy land. Kano set up its own grazing reserves on state level other states should follow suit.

Who said they don't want them? They said they don't want their criminal activity. Even if they don't there's plenty of land in north to buy probably at cheaper rate.
